Responsibilities
Harbor Point Behavioral Health Center offers hope and healing for youth ages 7 to 17 at the time of admission with several psychiatric diagnoses and/or developmental disabilities. Located in Portsmouth, VA, Harbor Point provides intensive, residential treatment to youth in a comfortable setting that is conducive to healing. Our facility specializes in treating children and adolescents with depression, bipolar, ADHD, and other mental health issues.
We also have specific treatment programs for those with intellectual disabilities or those with self‑injurious behavior. Harbor Point and its programs are fully accredited by The Joint Commission and the Virginia Association of Independent Specialized Educational Facilities. We are licensed by The Virginia Department of Behavioral Health and Developmental Services and the Virginia Department of Education. We are a TRICARE®-approved and certified facility.
Scope
Performs daily HR duties in support of transactions in various areas, including but not limited to file maintenance, employment, benefits, performance appraisal, worker’s compensation, staff development, reward and recognition, recruitment and retention, and resignation/termination. Performs consistently in compliance with all internal standards, policies and procedures, state, federal and licensing requirements as well as standards of accreditation.
Essential Functions- Creates NEO packets and files for staff, contractors and interns.
- Takes and compiles minutes of meetings and committees.
- Maintains all files (audits files and documents and requests missing documents).
- Assists with all Job Fairs, Employee Engagement and Recognition initiatives.
- Maintains HR Newsletter and Calendars that are distributed to all staff.
- Assists the HR Generalists with various duties as a HR team‑player.
- Creates HR letters for HRD, memos and emails.
- Orders supplies, as needed.
- Represents Human Resources by providing HR guidance, and contributes to a culture of care for employees and residents at all times.
- Assists with Human Resource Compliance projects.
- Assists with employee onboarding and updating job descriptions.
- Assists with recruitment, employee retention and employee engagement initiatives.
- Ensures Service Excellence protocols are demonstrated on a daily basis.

Must demonstrate knowledge commensurate with experience in coordination of smooth and effective daily HR operations; strong communication skills; meticulous approach toward records management; ability to adapt to quickly changing situations; ability to assist in establishment of positive workplace culture; strong organizational skills and ability to prioritize effectively to meet deadlines. Attention to details, accuracy. Preference for experience with MS Office Suite and HRIS systems.

Minimum high school diploma and course in business office practices. Prefer some college and at least 1 year of experience working in human resources.
Licensure / CertificationNone required. PHR Certification is preferred.
Experience1‑2 years of HR or clerical support experience in a fast‑paced department;
Direct HR experience or HR‑related coursework is preferred. Working knowledge of Microsoft Office and HRIS systems.
