OverviewTrace Systems is seeking an Information Technology Project Manager to support the Norfolk Naval Shipyard CIO department (Code 109). The associated network capabilities currently support activities that directly contribute to Navy Fleet readiness, including automated tools that enhance the warfighter’s ability to execute missions, support to fleet logistics, maintenance, engineering, and other essential functions. The NNSY CIO is responsible for the installation, administration, development, management, and maintenance of all networks and systems installed at NNSY and telecommunication services, implementing an Information Assurance program that meets all Navy and DoD requirements.
ResponsibilitiesDuties and responsibilities include but are not limited to:
- Provide project management and strategic communications support.
- Engage relevant stakeholders and project support SMEs to coordinate messaging and promote the CIO’s transformation objectives.
- Develop and maintain project plans, schedules, and milestone tracking.
- Coordinate communication among cross‑functional teams and stakeholders.
- Monitor budget, resource allocation, risks, and issue resolution.
- Provide regular status updates, reports, and project documentation.
- Facilitate project closure with final reporting and evaluation.
- Originate, update, and execute a comprehensive Strategic Communications Plan.
- Conduct audits of current and previous outreach activities to identify effectiveness and gaps.
- Conduct stakeholder assessments to develop tailored key messages.
- Identify and utilize effective communication tools and tactics.
- Support the NNSY CIO/DCIO with targeted information distribution and expectation management.
- Develop briefs and content to educate the NNSY community on IT‑related efforts and status.
- Assist in preparing Concept of Operations (CONOPS) and Strategic Plans as roadmaps for transformation.
- Active, in‑scope US Government issued Top Secret clearance.
- US Citizenship is required.
- Minimum of five (5) years experience managing IT transformation projects, with two (2) years directly related to Network Operations (Net Ops) and related technical disciplines.
- PMP or ITIL v3 Intermediate certification is required.
- Bachelor’s degree in an IT‑related discipline plus five (5) years of experience as described above; or nine (9) years of relevant experience.
