Program Manager, Structural Division – IMIA, LLC

Location: Norfolk, VA
Reports To: Vice President, Structural
FLSA Status: Exempt
Employment Type: Full Time

Summary

Direct and coordinate all activities of the Structural Division nationwide. Lead the workforce performing repairs to U.S. Navy ships and submarines at public and private shipyards, structural fabrication services, and turnkey operations supporting the U.S. Government. Engage in estimating, scheduling, execution, safety, and financial performance of structural projects and ensure training and procedural compliance.

Key Responsibilities
  • Participate in cost and price reviews of bids, reading specifications, contracts, blueprints, and material requirements.
  • Engage in Project Status Reporting (PSR) reviews to ensure alignment with budgets, contract requirements and schedule; act immediately with Project Managers to course correct.
  • Maintain and review the bid tracker for the structural division, ensuring timely submission.
  • Seek and secure work at best price while supporting regional sales and gross‑margin targets.
  • Foster and maintain customer relationships personally and through direct reports to expand the customer base.
  • Coordinate development of accurate regional workforce predictive models (Current & Probable/Line of Balance).
  • Oversee planning, staffing, scheduling, equipment deployment and financial performance of all structural projects company‑wide.
  • Ensure overall quality and management of structural projects.
  • Assign and supervise resources in consultation with regional Superintendents and production experts and the Structural Vice President.
  • Promote smart resource sharing across projects; adjust staffing and scheduling to eliminate surplus/deficit.
  • Perform other related duties as assigned.
Supervisory Responsibility
  • Direct oversight of Structural Production Managers, Project Managers, NDT Inspectors, Structural Superintendents and Fabrication Teams.
Knowledge, Skills & Abilities
  • Analyze complex information and resolve critical issues related to structural integrity.
  • Communicate effectively, lead presentations and negotiate with tact and diplomacy.
  • Delegate assignments, grant authority and monitor output.
  • Inspire and motivate at organization level.
  • Knowledge of budgeting, cost control, quality assurance/control, contract and project management.
  • Knowledge of ship repair, maintenance, safety and security procedures.
Education & Experience
  • Bachelor's degree in business, engineering, mathematics or related field (or equivalent).
  • Minimum 5 years of management experience on structural or pipe projects for Navy ships or new construction.
  • Minimum 5 years of project management experience.
  • Minimum 5 years of supervisory experience.
  • Proven success in demanding fast‑paced environments.

  • Work performed under pressured, fast‑paced conditions; overtime frequently required.
