Position: Principal Engineering Technician (NY HELPS) - (Region 8)
Location: City of Poughkeepsie

Principal Engineering Technician (NY HELPS) – Region 8

Position within the New York State Department of Transportation.

Pay Range

Base pay: $59,994.00/yr – $76,359.00/yr.

Responsibilities

As a Principal Engineering Technician, you will perform complex and technical activities in support of various engineering projects and/or program areas.

Responsibilities include:

  • Preparing written reports and cost estimates of materials, supplies, and equipment.
  • Preparing plans and details utilizing CADD software.
  • Developing or reviewing contract plans and specifications.
  • Assisting on survey crew or bridge inspection crew activities.
  • Reviewing and analyzing projects for compliance with federal and New York State procedures, standards, and regulations.
  • Reviewing Plans, Specifications, & Estimate (PS&E) packages for consistency with project objectives and funding, and compliance with design standards and environmental requirements.
  • Working with project sponsors and their consultants to keep projects on schedule and within budget.
  • Using various computer applications in the performance of duties.
Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Qualifications

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position.

  • Promotional:
    One year of permanent competitive or 55-b/55-c service as an Engineering Geologist, Engineering Materials Analyst, Environmental Engineering Technician 2, Senior Drafting Technician, Senior Engineering Technician, or Senior Engineering Technician (Soils).
  • Open Competitive:
  • Four years of experience assisting in engineering or engineering technology, engineering management technology, architecture or architectural technology, environmental technology, landscape architecture/design, materials laboratory technology, drafting or surveying, and graduation from high school (or diploma issued by a recognized educational authority).
  • Associate’s degree in a relevant field and two years of experience listed in item 1.
  • Bachelor’s degree in a relevant field.
  • Candidates may also be qualified for permanent competitive appointment if they are reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
  • If there are three or fewer qualified candidates interested in appointment to this position, a permanent appointment may be made pursuant to Section 52.7 of the Civil Service Law. To be eligible, candidates must be an employee of the Department of Transportation and have one year of permanent competitive service as a Senior Engineering Technician, SG‑13.
Additional Comments
  • Applicants must be currently authorized to work in the United States on a full‑time basis.
  • For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
  • At a future date, employees hired under NY HELPS will have their non‑competitive employment status converted to competitive status, without having to compete in an examination. Employees will then have the same rights and privileges as competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
  • Your required educational credentials must have been awarded by an institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/Secretary of Education. If awarded by an institution outside the U.S., you must provide independent verification of equivalency.   • The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
