This position reports to the Senior Manager Contracts, MQ‑9 Foreign Military Sales (FMS), and acts as a bridge between the company and the United States Air Force MQ‑9B FMS Program Office. The incumbent works closely in a cross‑functional team environment including Program Management, Accounting & Finance, Compliance, Supply Chain and Subcontracts, supporting face‑to‑face interactions across the FMS stakeholder community. The role is located at the GA‑ASI Operating Location in Poway, California.
Dutiesand Responsibilities
- Under consultative direction, support one or more business units in the management of contracts.
- Lead proposal generation, contract review, negotiation, and administration, and provide customer interface to ensure contract administration follows company policy.
- Review, interpret, recommend, and negotiate contractual terms and conditions, and develop policies, procedures, and standard practices to ensure objectives and timetables are met.
- Oversee contract lifecycle from inception to close‑out, maintaining accurate records and ensuring compliance with contractual obligations.
- Represent the organization as the primary administrative contact on assigned contracts.
- Review bids and proposals to ensure they meet company policy and customer solicitation requirements; determine applicability of complex government laws, including FAR and other regulations.
- Identify contract issues and respond to complex inquiries while providing leadership in developing innovative solutions.
- Negotiate and modify both standard and non‑standard contracts, including non‑disclosure, teaming, license, and CRADA/OTA/Bailment agreements.
- Advise management of contractual rights and obligations, providing interpretation of terms and conditions.
- Participate in cost and pricing reviews with program management and customer representatives (may require travel).
- Maintain awareness of regulatory changes and their impact on contracts, including export considerations.
- Maintain, analyze, update, and develop various electronic and hard‑copy records (Word, Excel, PowerPoint, OnBase, SAP, SharePoint).
- Make internal and external presentations as required and act as primary contact with customers and outside organizations.
- Provide direction to professional or technical staff on contract matters.
- Participate in the selection, development, and training of contract staff.
- Observe all laws, regulations, and applicable obligations wherever business is conducted on behalf of the company.
- Work in a safe manner in accordance with established operating procedures and practices.
- Conduct senior‑level leadership briefing to provide an in‑depth update on current status of the contract.
- Represent GA‑ASI in the utmost professional manner at all times, ensuring actions and communications reflect the organization’s high standards and values.
- Additional functions and special assignments leading and representing Contracts for the Enterprise.
- Typically requires a bachelor’s degree in business administration with an emphasis in contract administration or a related discipline, along with ten or more years of progressive professional experience in contract administration. Equivalent professional experience may be substituted in lieu of education.
- Must have a thorough understanding of contract principles, theories, concepts, and regulations, and experience demonstrating a broad application of those practices, techniques, and standards.

- Excellent verbal and written communication and presentation skills to accurately document and report findings to a variety of audiences.
- Excellent interpersonal and leadership skills to influence and guide employees, senior managers, customers and other senior external parties.
- The ability to organize, schedule, and coordinate multiple work phases.
- The ability to lead less experienced professional employees.
- Excellent computer skills; working knowledge of SAP desirable.
- Ability to work independently and as part of a team is essential.
- Preferred to have Foreign Military Sales (FMS) of Major Weapon Systems (MWS) contracting experience.
- Preferred experience establishing Indefinite Delivery Indefinite Quantity (IDIQ) contracts (FAR 16).
- Ability to obtain and maintain a Secret DoD security clearance is required.
