Coordination of Service Delivery (45%)

  • Facilitates collaboration among the four Core WIOA partners (e.g., Title I Adult, Dislocated Worker, and Youth programs, Title II Adult Education, Title III Wagner-Peyser, and Title IV Vocational Rehabilitation) to deliver integrated client services.
  • Ensures basic services like orientations, labor market information, and resource room access are available.
  • Coordinates service providers within the Job Center and across the One-Stop system, including affiliate centers in multi-center areas.
  • Organizes and implements an Integrated Workforce Service Delivery, as defined by WIOA, by function (rather than by program), when permitted by a program’s authorizing statute and as appropriate, and coordinates policies, staff communication, capacity building, and training efforts.
Operational Oversight (30%)
  • Implements policies set by the Local Workforce Development Board (LWDB) and adheres to federal and state regulations.
  • Ensures that State requirements for center certification are met and maintained.
  • Ensures that career services such the ones outlined in WIOA sec. 134(c)(2) are available and accessible.
  • Ensures that LWDB policies are implemented and followed.
  • Ensures a safe environment for employees and the public.
Customer Service Focus (10%)
  • Prioritizes excellent customer experiences for job seekers and employers, ensuring equitable access to services.
  • Identifies and resolves customer complaints, problems, or issues promptly.
Yavapai County Workforce Development Board (WDB) Communication (5%)
  • Participates as a contributing member of the WDB One-Stop Committee.
  • Contributes to the One-Stop Center certification process.
  • Reports to the WDB at regular meetings on operations, performance metrics, and recommendations for continuous improvement.
  • Manages fiscal responsibilities and records for the center. This includes assisting the LWDB with cost allocations and the maintenance and reconciliation of One-Stop Center operation budgets.
Staff Coordination (Functional Leadership) (5%)
  • Ensures all One-Stop staff are trained and provides technical assistance as needed.
  • Facilitates communication among WIOA leaders and teams, providing feedback on staff performance to formal leaders.
Compliance and Conflict of Interest (5%)
  • Adheres to federal regulations, procurement policies, and conflict of interest rules, disclosing any potential conflicts with training or service providers.

    Reporting to the AVP - Student Affairs, the successful candidate will coordinate the service delivery of required One-Stop partners and service providers to ensure meaningful access to employment, education, training, and support services, aligning with the Workforce Innovation and Opportunity Act (WIOA) goal of improving workforce development systems. Flexibility, problem-solving and leadership skills required
    - Bachelor’s Degree in a related field from a regionally accredited college or university, OR an equivalent combination of education and experience.

    Qualifications
    • Minimum of 3 years’ experience in a business or education management position.
    • Minimum of one year experience within the WIOA framework.
    • Experience managing local, state and/or federal grants.
    • Knowledge of current federal regulations regarding WIOA (the Workforce Innovation and Opportunities Act of 2014) legislation.
    • Ability to work with diverse client populations and constituencies.
    • Regular in-person attendance is an essential job function.
    • Demonstrated record of excellence and/or innovation in WIOA or core partner environment.
    • Experience with Arizona WIOA core partner services and employer outreach procedures.
    • Record of successfully working within a limited and/or variable grant budget.
    • Experience working with a local or regional business.
