Chief Finance Officer

Lancashire and South Cumbria Integrated Care Board (LSC ICB)

Salary:
Competitive |

Location:

Preston

Are you an exceptional finance leader ready to make a profound impact on health and wellbeing across one of England’s most diverse and complex health systems? Lancashire and South Cumbria Integrated Care Board (LSC ICB) is seeking an outstanding Chief Finance Officer to join our newly formed executive leadership team at a pivotal moment of transformation.

LSC ICB commissions health and care services for 1.8 million residents, stewarding over £5 billion in resources to meet local needs and improve population health outcomes. With a geography as varied as our communities, the challenges are significant—but so are the opportunities.

We are entering a new chapter. As we work to streamline our operations, halve running and programme costs, and embed a strategic, population-health-focused commissioning approach, we are reshaping the future of health and care delivery. Our vision is clear to create a community-centred system that increases care in the home and community, leverages digital innovation, and works hand-in-hand with local authorities, social care, education, and the VCFS sector.

As Chief Finance Officer, you will be the ICB’s system leader for all statutory strategic and financial responsibilities. Working closely with the Chief Executive and the executive team, you will drive transformation, ensure rigorous stewardship of resources, and enable financial strategies that support improved health outcomes and reduced inequalities.

We are seeking a leader who brings:

  • A strong track record of financial delivery at scale
  • Strategic insight paired with operational grip
  • High levels of personal integrity and values-driven leadership
  • A collaborative approach that fosters partnership across the system
  • An ability to inspire, influence, and cultivate a culture of continuous improvement
  • A commitment to public inclusion and involvement in decision-making

This is a rare opportunity to shape the future of health and care for an entire region at a time when leadership, innovation, and compassion are needed most.

If you are motivated by meaningful challenge, system-wide impact, and the chance to lead with purpose we encourage you to explore this opportunity further and contact our advisors at Alumni Global for a confidential discussion – David Heaton or Simon Green on  or via , and see  for further information.
