Overview
The Council for Scientific and Industrial Research (CSIR) is a leading scientific and technology research organisation that researches, develops, localises and diffuses technologies to accelerate socio-economic prosperity in South Africa. The CSIR has a vacancy for a Governance and Compliance Specialist in the Supply Chain Management portfolio. The position is based in Pretoria. The role is responsible for ensuring that the CSIR complies with supply chain management policies, governance processes and procedures, legal compliance and risk management.
The Governance and Compliance Specialist provides general governance management support services to the CSIR, disseminates information and conducts related training regarding the policies, procedures, templates, governance and compliance to the relevant legislation.

About The Job
Key Responsibilities- Strategic and Operational Management
- Contribute towards the development and implementation of SCM policies, templates, frameworks, guidelines and/or procedures within CSIR.
- Active participation on various governance structures within the organisation.
- Participate in relevant government forums to keep abreast of subject matter trends and contribute thought leadership to current debates to ensure that the organisation is well informed about any latest changes to the SCM regulations and all legislations applicable to SCM.
- Governance, Compliance and Reporting
- Contribute to the review and update SCM templates, policies and frameworks to ensure alignment with relevant and applicable legislations.
- Enhance controls and re-engineering of SCM and general governance processes.
- Ensure implementation of supply chain management policies, governance processes and procedures, according to the latest legislations and regulations.
- Monitor compliance to CSIR's SCM policies, procedures, standards and governance applicable and take remedial action and/or escalate non-compliance.
- Provide training and disseminate information to close gaps, where non-compliance is identified.
- Review RFXs, bid packs, deviation requests, ExCo and other governance submissions (Memos) and addendums to ensure compliance with legislation, policies and procedures and to mitigate risk of any potential litigation.
- Provide support and guidance to the bid evaluation committees to resolve Tender and Governance issues.
- Provide formal and informal support on compliance and risk management to SCM functional heads and practitioners to embed controls within their daily activities.
- Update the SCM risk register and disseminate a log of supply chain risks to relevant functions, and report on these to the CSIR's Risk Management Unit.
- Stakeholder relationships management
- Provide advice to stakeholders to ensure compliance with the SCM policies, PPPFA, B-BBEE, PFMA and all related regulations.
- Provide formal and informal training on SCM processes to SCM team, internal and external stakeholders by means of workshop and formal training as and when required.
- Assist in various statutory reporting to internal and external stakeholders.
- Administration and Audits
- Support and participate in the drive to maintain clean audit by collaborating with various stakeholders on various initiatives, campaigns and awareness sessions.
- Assist in internal and external audits with all necessary information required in audit activities.
- A Bachelor’s degree in Purchasing/ or Supply Chain Management/LLB or equivalent. A CIPS qualification would be advantageous with five years’ experience in a supply chain or procurement environment with at least three years’ experience in a similar role. This includes:
- Experience in the public sector is an added advantage. Sound knowledge and understanding of procurement legislation applicable to State Owned Entities, including but not limited to the Public Finance Management Act (PFMA), Broad-Based Black Economic Empowerment Act (B-BBEE Act), Preferential Procurement Policy Framework Act, and other relevant treasury regulations.
