Brief Overview:The Deputy Chief, Legislative Services is a senior leader responsible for advancing the Métis Nation–Saskatchewan's transition to a constitutionally recognized, self-governing Métis government. Reporting to the Chief Operating Officer, this position provides distinctions-based leadership for legislative development, constitutional reform, governance modernization, treaty implementation readiness, legislative policy development, and nation-building initiatives that support Métis self-determination and strengthen the long-term capacity of a self-governing Métis Nation.
Key Responsibilities:Executive Leadership
- Serve as a key member of the Senior Leadership Team, providing distinctions-based advice and recommendations to the Chief Operating Officer and elected leadership on self-government priorities and governance modernization.
- Champion nation-building initiatives that advance Métis self-government, constitutional reform, governance innovation, and institutional development.
- Provide leadership, direction, coaching, and accountability to directors and senior managers within the portfolio.
- Promote collaboration across government portfolios to advance distinctions-based priorities and government effectiveness.
- Lead the development and modernization of Métis laws, constitutional frameworks, governance policies, and supporting legislation.
- Oversee constitutional reform initiatives, including citizen engagement and consultation processes required to support governance evolution and legitimacy.
- Lead or support policy development activities that establish fair, transparent, and accountable governance systems across government.
- Advance distinctions-based governance approaches that reflect Métis priorities, traditions, and self-determination.
- Provide executive oversight of legislative research, legislative policy analysis, and knowledge development activities that support evidence-informed decision-making.
- Support treaty and self-government negotiations through strategic policy analysis, research, governance planning, and implementation readiness.
- Advance the ongoing development of legislative branch of government future governance structures required for a fully functioning self-governing Métis government.
- Ensure government readiness for self-government implementation by strengthening governance systems, structures, and accountability mechanisms.
- Collaborate with the MN-S elected members and senior management team to strengthen government capacity at the Local, Regional, and Provincial levels.
- Lead governance modernization efforts that strengthen government effectiveness and sustainability.
- Provide oversight of Cabinet and Legislative Services functions.
- Support the effective operation of the Provincial Métis Council, Legislative Assembly, associated committees, and governance forums.
- Collaborate with the senior management team to ensure governance decisions are effectively implemented across government portfolios and portfolio areas.
- Strengthen governance processes, accountability systems, and legislative operations that support transparent and effective government.

Skills:
- Extensive knowledge of constitutional development, legislative drafting, governance reform, and policy development.
- Strong knowledge of governance systems, accountability frameworks, and institutional development.
- Expert knowledge of Indigenous self-government, Section 35 rights, treaty implementation, and distinctions-based governance frameworks.
- Deep understanding of Métis history, culture, governance traditions, and contemporary Métis community priorities.
