Richard Bland College (RBC) is a two-year, residential, liberal arts transfer institution that focuses on preparing students for transfer to highly ranked colleges and universities. The College is a hidden gem located outside the Tri-Cities region—and its rural setting featuring 750+ acres of wetlands, bucolic forest, and the state’s oldest and largest pecan grove.
Richard Bland College seeks a visionary, student centered academic leader to serve as Provost & Vice President for Academic Instruction and Learning Outcomes. This senior leadership role offers a unique opportunity to help shape the future of a distinctive public college dedicated to academic excellence, access, and student success.
Reporting directly to the President, the Provost serves as the College’s chief academic officer and a key member of the senior leadership team, with responsibility for academic quality, the portfolio of academic programs and credentials, student learning outcomes, and institutional accreditation. The Provost provides strategic leadership for academic programs, instruction, academic support services, and student outcomes, ensuring alignment with the College’s mission, strategic priorities, and accreditation standards.
JOB SPECIFICATIONS
This position's major responsibilities include:
Academic Leadership and Oversight:
• Provide leadership and oversight for all academic programs, instructional delivery, and academic support units.
• Ensure that the portfolio of academic programs adapts and adjusts to market demand as well as regional and statewide workforce needs.
• Ensure academic rigor, innovation, and continuous improvement across curricula, credentials, and teaching modalities.
• Lead faculty affairs, including recruitment, evaluation, professional development, promotion, and tenure processes (as applicable).
• Foster a culture of academic excellence, shared governance, and evidence-based decision making. based decision making.
Student Learning Outcomes:
• Oversee student success strategies encompassing advising, tutoring, learning support, retention, completion, and transfer pathways.
• Collaborate with enrollment management and student success to align academic and co curricular experiences that promote persistence and achievement.
• Use data and assessment to identify equity gaps and implement interventions to improve outcomes for all students.
Accreditation and Institutional Effectiveness:
• Serve as the college’s senior officer responsible for regional and specialized accreditation.
• Ensure compliance with accreditation standards, policies, and reporting requirements.

• Oversee institutional effectiveness, assessment of student learning outcomes, and program review processes.
Strategic Planning and Resource Stewardship:
• Play a key role in institutional strategic planning and implementation related to academics and student success.
• Collaborate with the President and senior leadership on budget development, resource allocation, and prioritization.
• Ensure effective use of resources to support academic quality, innovation, academic offerings that align with market demands and workforce needs, and student outcomes.
Collaboration and External Engagement:
• Work closely with Cabinet, department chairs, faculty leaders, enrollment services, and student support administrators.
• Represent the college in academic, accreditation, and workforce or transfer partnerships.
• Support initiatives that respond to regional, state, and workforce needs.
Minimum Qualifications
• Earned doctorate from a regionally accredited institution.
• Progressive senior leadership experience in higher education administration.
• Demonstrated expertise in accreditation, assessment, and academic quality assurance.
• Experience implementing or supporting initiatives that enhance student retention, equity, and inclusive excellence.
• Demonstrated ability to communicate effectively in written and verbal formats
