Job Title: Outpatient Crook County Assessment and Resource Center (ARC) Supervisor (Manager)

Department: Outpatient

Reports to: Outpatient Director

FLSA Status: Full-time Exempt

Position Overview

The ARC Supervisor (Manager) provides clinical and administrative supervision to the agency’s Crook County ARC team members, including Case Managers, Peer Support Specialists, and Certified Drug and Alcohol Counselors and provides direct client services such as comprehensive behavioral health screenings and brief intervention.

This role participates in fiscal budgeting, fosters community connections to leverage program growth, and provides both clinical and administrative leadership to staff. Additionally, ARC Supervisor will be responsible for program and position development.

ARC Functions and Services
  • Screening and Assessment:
    Welcome youth and families, complete initial screenings, and offer additional assessments as needed.
  • Brief Intervention:
    Provide short-term and extended brief interventions for youth who misuse substances, including family involvement when appropriate.
  • Referral to Treatment/Care Coordination:
    Train staff in care coordination, follow up for at least 120 days, and support with barriers like transportation and communication.
  • Peer/Family Support Services:
    Ensure continuity of care through ongoing support from peer support specialists.
  • Community Education/Outreach:
    Create a stigma-free environment for learning about behavioral health and community services, and host regular informational groups.
Essential Position Responsibilities

Oversight of ARC Staff and Treatment Programming

Launch and manage the ARC to deliver walk-in behavioral health and co-occurring substance use and mental health screening, interventions, and referral services to youth and families.

Oversee the delivery of the ARC’s five core services:

  • Screening and Assessment
  • Brief Intervention
  • Care Coordination, Referral and Follow-up
  • Peer and Family Support Services
  • Community Education and Outreach

Model clinical skills and provide direct services such as comprehensive co-occurring assessment, treatment planning, individual, group, family therapy, case management, care coordination, and peer support services as needed.

Management, Leadership and Administration

Develop, implement, and oversee co-occurring substance use and mental health program objectives and goals.

Collaborate with local systems such as DHS, juvenile justice, schools, and tribal organizations to build clear, effective referral pathways.

Team Development

Recruit, screen, train, and retain qualified, culturally diverse staff with lived experience when possible.

Develop onboarding modules for training on all systems needed, maintain a continuing education mindset for all documentation training.

Fiscal Management

Develop and pursue leads on new business opportunities, including expansion of co-occurring substance use and mental health programming available.

Monitor expenditures to ensure compliance with the budget.

Community Development

Participate in development activities with local agencies, organizations, state and county departments, private service organizations, schools, citizens groups, community coalitions, advisory boards, and committees.

Serve on committees and attend community meetings. Make public presentations as necessary.

In Collaboration with Quality Care

Monitor service outcomes, client engagement, and equity impact.

Ensure timely, accurate, and confidential documentation in accordance with HIPAA, 42-CFR Part 2, and Rimrock Trails policy.
