SUMMARY

Under general supervision of the Pathology Manager, Phlebotomy Supervisor or guidance of the Lead Phlebotomist, performs responsibilities associated with obtaining blood and other patient specimens in accordance with established procedures. Works primarily in satellite physician office to obtain samples from adult and pediatric patients for routine and specialized tests. May visit patient's home to perform services. Prepares specimens to be transported to laboratory for testing.

RESPONSIBILITIES
  • Perform computer system functions to assure proper collection and documentation of patient specimens.
  • Register patients with identification, demographics, insurance, guarantor, ordering provider, and medical necessity documentation.
  • Manage Advanced Beneficiary Notice (ABNSN) including supporting diagnostic codes, document review, patient signature, and scanning.
  • Conduct clerical activities: follow‑up on medical necessity, sort and file records, daily checklists, answer phones, deliver reports, and receive patients into clinical treatment area as needed.
  • Maintain standing orders for expiration and renewal confirmation.
  • Provide patients with test forms, explain preparation instructions, and obtain additional information to complete patient records.
  • Review appointments to determine venipunctures or capillary punctures and reference pathology handbook for procedures.
  • Ensure supplies and equipment for scheduled procedures are available.
  • Verify patient identity following established procedures and prepare patient for venipuncture such as fasting or special diet; explain procedures to allay anxiety.
  • Obtain blood samples by venipuncture or capillary puncture technique; alert physician to deviations or adverse conditions.
  • Obtain specialized test samples (thyroid releasing hormone, therapeutic drug monitoring, D‑Xylose tolerance) and verify volume and timing.
  • May monitor patient reactions including diaphoresis, sleeping, etc.
  • Perform certain waived laboratory tests as defined by CLIA and Rhode Island State Licensure (e.g., dipstick urinalysis, fecal occult blood, ovulation or pregnancy color comparison, blood glucose using monitoring devices, blood cholesterol test).
  • Label, date, record, wrap and prepare samples for transport by courier; ensure pick‑up and delivery in a timely manner.
  • Maintain inventory of equipment and supplies and reorder as appropriate.
  • Obtain patient demographic and health insurance information for registration and billing; prepare and maintain records of patients seen, specimens obtained, supplies used.
  • Document hours worked for payroll purposes.
  • Disinfect work area and equipment to prevent spread of infection per hospital policy and universal precautions.
  • May perform similar duties at hospital location as required for both in‑patient and out‑patient population.
  • Perform other duties as assigned.
MINIMUM QUALIFICATIONS
  • High school diploma or GED required.
  • Phlebotomy certificate through National Accrediting Agency for Clinical Laboratory Sciences or completion of a certified phlebotomy program with formal internship of 100 successful venipunctures.
  • In lieu of internship, six months of phlebotomy experience considered.
  • In lieu of certification, five years direct phlebotomy experience considered.
  • Minimum one year phlebotomy experience required.
  • Ability to perform venipuncture techniques and capillary puncture on adults, children, and infants.
  • Interpersonal skills to obtain and provide information to patients and explain procedures effectively to allay fears and anxiety.
  • Demonstrated knowledge and skills necessary to provide patient care considering aging processes, human development stages and cultural patterns.
  • Clerical skills to prepare and maintain records and reports, including keyboard skills to enter information.
