Financial Analyst II position within the Department of Health and Human Services (DHHS), within the Division of Finance & Administration (DFA) office, serving the Utah State Hospital (USH). The position is responsible for researching financial problem areas; and exercising solid decision making skills when researching, analyzing, and resolving financial issues. Preference may be given to those with excellent analytical skills and advanced Excel.
Incumbents prepare and/or analyze financial records and documents, financial systems, financial statements, budgets, and other related documents. Incumbent prepare reports of findings, conclusions, or recommendations, and present or defend work products during audits or other periods of review. Incumbents review financial problems and propose solutions consistent with available funds, policies, procedures, and generally accepted accounting principles.

Roles and Responsibilities- Monitor receivables and cash.
- Prepare documents for payments.
- Ensure financial compliance with federal and state laws, regulations, and department rules, policies, standards and practices.
- Report findings and make recommendations.
- Research and review financial records, transactions, and documentation.
- Researches and reviews financial records, schedules, reports, and/or problem areas.
- Research, analyze, and resolve Medicaid payment and reimbursement issues.
- Process Cash Receipts.
- Handle payment history changes.
- Prepares various financial reports.
- Reviews fiscal transactions to ensure integrity, accuracy and control of data.
- Analyzes, summarizes and/or reviews data; reports findings, interprets results and/or makes recommendations.
- Prepare findings/outcomes of research involving Medicaid payment transactions.
- Work with Providers in resolving payment transaction issues.
- Two years of accounting or related study, accounting and/or finance experience.
- Prepare financial reports and documentation.
- Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
- Ability to make a decision and solve problems by using logic to identify key facts, explore alternatives and propose quality solutions.
- Can effectively communicate in writing and verbally.
- Can work with people in a manner that shows sensitivity, tact, and professionalism.
- Advanced skills and experience using Microsoft Excel.
- The ability to read and understand information and ideas presented in writing.
- The ability to communicate information and ideas in speaking and writing so others will understand.
- The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events).
- The ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations).
- The ability to concentrate on a task over a period of time without being distracted.
- Three years of extensive accounting or audit experience. Knowledge of FINET, State accounting systems and processes, cash handling and receipting.
- Preference may be given to those with excellent analytical skills and Advanced Excel knowledge and experience.
