Position Summary

Performs a variety of complex, specialized processing and basic accounting functions for the Treasurer’s Office. Responsible for daily monitoring and balancing of bank accounts, warrants and investments for Pueblo County.

What You Will Do
  • Monitors cash flow by reviewing daily bank reports to include debits, credits, wire transfers, and warrants cashed and reconciles with County Treasurer’s daily cash sheet to determine amount required for daily operations of each department; researches Electronic Funds Transfer (EFT) / Automated Clearing House (ACH) daily and provides data to Treasurer’s Office staff for processing and submitting receipt.
  • Loads, deposits, balances, and reports warrants daily by combining the banks cashed warrant records with the County’s warrant records; detects and corrects banking errors in order to meet daily bank deadlines; balances monthly receipts and disbursements for all funds and prepares monthly payments/reports to entities.
  • Processes all outgoing wires and ACH's for the County's self-funded Health Insurance with Anthem Blue Cross/Blue Shield twice weekly; processes all daily wires for the County’s Retirement Plan and ACH’s for other departments as needed.
  • Works directly with Pueblo County Treasurer to keep the Investment Portfolio in compliance with State Statutes and the County's Investment Policy and notifies the County Treasurer of any non-compliance issues.
  • Maintains and reconciles various departmental accounts to include all disbursements and recording to appropriate funds; monitors and balances various distribution accounts and analyzes transactions to resolve problems.
  • Maintains database for an extensive number of investment, cash, and Money Market accounts; maintains spreadsheets and reports used to track investment forecasting and interest percentages invested and earned.
  • Completes the purchase and/or sale of large dollar amount investments for Pueblo County under the direction of the County Treasurer; conducts research on interest rates, bank ratings, and economic reports for investment purposes and makes recommendations to the County Treasurer.
  • Maintains accurate investment data reports for the Board of County Commissioners and the County Budget Office; prepares and analyzes daily, month-end, quarterly, semi-annual, and annual financial reports of a complex nature.
  • Opens all new County bank accounts and maintains integrity of all accounts; assists Treasurer in retaining appropriate compensating balances in order to minimize bank fees while maximizing interest earnings.
  • Prepares worksheet for Treasurer’s Office staff to accurately prepare daily ledger (cash) sheet; manages worksheet for Investments and Interest to be entered into daily cash ledger.
  • Performs analysis of current procedures and makes recommendations to the Treasurer & Accounting Supervisor for better internal control.
  • Maintains the Treasurer’s Office petty cash fund.
  • Transfers funds in and out of investment accounts and from the General Bank account into investment accounts for pay-outs and other related county expenses as needed; transfers funds from the on-line payment account into the General Account at their discretion.
  • Makes recommendations to the Treasurer on investment opportunities to ensure safety, liquidity, and rate of return.
  • Processes all stop payments and cancellations for various County Offices and Departments.
  • Processes detailed monthly reports for the Department of Human Services.
  • Provides assistance for other Treasurer's Office functions as needed, including back-up capacity.
  • Assists with balancing and reconciling cashier’s daily tax collections.
  • Assists with computer entries from Budget/Finance chart of accounts to Treasurer Progress system.
  • Performs other duties as appropriate or necessary for performance of the job.
Education
  • Associate's Degree in Business, Finance, or Accounting required
  • Bachelor's Degree in Business, Finance, or Accounting preferred
