Professional Position

A professional position responsible for directing the work of Utilities Engineering and providing technical engineering services for City utilities construction and improvement projects.

Essential Functions and Duties
  • Design and development of utility projects.
  • Conducts special studies, surveys and collects information on operational and administrative programs and projects and makes reports as required.
  • Directs the activities of Utility Project Managers.
  • Assists in supervising projects in construction phase and serves as liaison between developers, engineers and contractors.
  • Assists in the preparation of bid documents.
  • Prepares and coordinates permit applications for submittal to various State and Federal agencies.
  • Attends public hearings and meetings.
  • Reviews construction plans for any corrective action required prior to presentation to the City's Development Review Committee.
  • Updates Geographical Information system (GIS) for the Utility Department.

Knowledge / Skills / Abilities
  • Knowledge of city and department policies and procedures.
  • Knowledge of the principles and theories of civil engineering, including hydrology, hydraulics, water collection and distribution, land development, and erosion and sediment control.
  • Knowledge of geographic information system principles and practices.
  • Knowledge of roadway and subdivision design and construction.
  • Knowledge of nationally-accepted standards for land development regulations.
  • Knowledge of applicable laws and regulations.
  • Knowledge of local codes and ordinances.
  • Knowledge of the principles and theories of land surveying.
  • Knowledge of accounting practices.
  • Knowledge of methods and techniques used in the construction cost estimation of public works projects.
  • Skill in administering contracts for public works projects.
  • Skill in planning, organizing, and prioritizing work.
  • Skill in performing mathematical computations and applying standard engineering techniques in the design and construction of public works projects.
  • Skill in the use of a computer.
  • Skill in the use of surveying, drafting, and materials testing equipment.
  • Skill in the use of electronic and manual measurement devices.
  • Skill in supervision.
  • Skill in oral and written communication.
  • Ability to perform a broad range of supervisory responsibilities over others.
  • Ability to organize, analyze, interpret, and evaluate scientific civil engineering problems and provide practical, cost effective solutions.
  • Ability to keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical civil engineering problems.
  • Ability to communicate orally in the English language with customers, co-workers, contractors and the public in face-to-face one-on-one settings, or using a telephone.
  • Ability to comprehend and make inferences from written material written in the English language.
  • Ability to review or check the work products of others to ensure conformance to design and construction schedules.
  • Ability to produce written documents with clearly organized thoughts using proper English sentence construction, punctuation and grammar.
  • Ability to use a personal computer, engineering applications, and data management software in performing duties.
Education, Experience, Licenses and Certifications
  • Bachelor’s Degree in Civil Engineering required. Master’s degree highly desirable, but not required.
