Performs skilled work in the installation, maintenance, and repair of traffic control signs and marine navigational aids. Incumbents are responsible for installing, removing, replacing, relocating, and repairing all traffic control signs and marine navigational aids in accordance with the Manual on Uniform Traffic Control Devices, Roadway and Traffic Design standards, US Coast Guard Rules and Regulations, and departmental policies and standards.

Work involves operation and working knowledge of specialized equipment involving multi-line pavement marking machines, truck mounted spray paint equipment, truck mounted crash attenuators, specialized watercraft for marine repair and installation, solar light beacons, and other assorted aids to navigation. Responsible for identifying and collecting marine hazards.

ESSENTIAL JOB FUNCTIONS
  • Installs, removes, replaces, relocates, and repairs all traffic control signs and markings and marine navigational aids in accordance with the Manual on Uniform Traffic Control Devices, Roadway and Traffic Design standards, US Coast Guard Rules and Regulations, and departmental policies and standards.
  • Reviews signing and marking conditions, including fading, damage, height, distance, rigidity, obstacles, safety issues, and nighttime reflectivity, in accordance with current state and federal standards and practices; corrects deficiencies.
  • Performs traffic control; sets up work and safety zones; flags traffic; and may drive variable message board equipped trucks.
  • Performs pre-trip vehicle, watercraft, and equipment inspections and safety checks prior to use; and cleans vehicle and equipment after use and as needed.
  • Participates in inventory of signs and markings and assists with traffic data collection on county roads and waterways.
  • Utilizes watercraft to identify waterborne hazards, deploy emergency buoys, and collect debris as part of Traffic Signs & Marking (TSM) marine maintenance program. Entering the water is required.
  • Assists in maintaining, loading, and off-loading supply of all signs, markings, equipment, and materials needed.
  • May help fabricate signs: design signs utilizing computer design software; layout, cuts, tapes, rolls, and trims signs.
  • Maintains inventory records, responsible for daily material usage, and completion of work orders.
  • Prepares, completes, and maintains work orders and work logs; ensures documentation includes location of signs, sign types, vertical and horizontal measurements of signs, times, dates, retro reflectivity readings of signs and pavement markings, and work completed.
  • Utilizes a variety of tools and equipment common to road striping and marine maintenance.
  • Operates a shadow vehicle with crash attenuator for the striping crew.
  • Operates marine marking boat, small barge, forklifts, tractors, and support vehicle for the striping crew.
  • May be assigned to work on the water vessel, in/near the water (brackish and/or saltwater), to collect marine debris.
  • May participate with other aspects of the Traffic Engineering Division for cross training purposes or where help is needed due to availability of employees.
  • Remains on-call on rotational basis.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
Education and Experience
  • High school diploma or equivalent.
  • One (1) year of experience installing and maintaining traffic control signs and marine navigational aids.
Licenses and/or Certificates
  • Must maintain a valid Commercial driver’s class “B” license with air brakes endorsement.
  • Must maintain Intermediate Maintenance of Traffic certification from the Florida Department of Transportation.
  • Within six (6) months of position assignment:
    • Boater’s Safety Course completion
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of federal, state, and local regulations, standards, and practices regarding the manufacture, installation, and maintenance of traffic control signs and roadway markings.
