Provides analytical, technical, and capability portfolio management support regarding USMC Aviation C2 Ground Based Radar systems to the Marine Corps's Aviation Division, Marine Air Command & Control System (MACCS) Integration Branch (MIB) in support of capabilities analysis, requirements generation, and budgeting.

• Provides technical support to the MIB for the development of Marine Corps/Joint capabilities documents and support of the Planning, Programming, Budgeting and Execution (PPBE) process.
• Ensures the successful execution of Ground Based Radar MIB equities within the Marine Corps and Joint capabilities development systems;
• Performs a variety of complex analytical tasks associated with JUONS/ UUNS/ DUNS and Joint Force Requirements Process (JFRP) documentation on MIB Systems;
• Provide technical analysis of proposed systems and review doctrine and documents for MIB concepts and capabilities;
• Provide analytical review/assessment of capabilities, gaps, solutions, risks, DOTMLPF-P assessments in coordination with stakeholders and Fleet Marine Forces;
• Provide Total Force Structure Management Systems (TFSMS) support and associated technical analysis and administrative coordination;
• Provide support and technical expertise for programmatic Test & Evaluation Master Plans (TEMP), Manpower Personnel & Training Assessments (MPTA);
  Life Cycle Sustainment Plans (LCSP);
• Works with stakeholders to solve capability requirements problems by supporting Capabilities Based Assessment (CBA) process, Integrated Product Teams (IPT), Working Groups (WGs), responding to RFIs, and providing TTP evaluations/support;
• Supports the Branch Head and CIOs with document preparation, e.g., Information Papers, White Papers, Congressional inquiries and stakeholder briefs;
• Engages with senior leaders (GS-15/O-6/GO/FO/SES) in support of MIB initiatives;
• Responds to taskers and tracks document routing and related actions via ETMS2;
• Provide support translating operational needs into technically feasible sensor systems requirements;
• Support configuration management, inspection processes, and compliance verification for sensor system ;
• Advocate for end-user requirements throughout capability development and integration processes;
• Coordinate meetings and track subsequent action items.

• Ability to interact daily with the Marine Corps customer in a dynamic, fast paced environment, including multi-tasking and prioritizing requirements;
• Knowledge of DOTMLPF analysis, JFRP Capabilities documentation development, Universal Needs, Urgent Universal Needs, Deliberate Universal Needs (UNS/UUNS/DUNS) statements;
• Excellent communication skills (written and oral);
• Background in Marine Corps Operations, to include MAGTF operations and staff integration desired;
• Experience with capabilities development desired;
• Ground Based Radar experience is a plus;
• TFSMS Superuser experience is a plus;
• Former Action Officer at CD&I CDFI or HQMC with knowledge of Marine Corps operations and staffing processes is a definite plus.

Potential anticipated travel is 5 - 10%.
