Join a committed team and actively contribute to the maintenance and development of our beautiful municipality! Under the supervision of the Public Works Division Head, you will plan, coordinate, and supervise operations related to roadways, snow removal, and the maintenance of municipal infrastructures. You will ensure compliance with safety, quality, and sustainable development standards while mobilizing your team toward operational excellence.

Responsibilities

  • Plan, supervise, and allocate internal and external municipal roadwork;
  • Monitor and coordinate staff in the execution of work and determine work methods;
  • Observe results generated by your teams and work towards optimizing resources;
  • Ensure compliance with the collective agreement and manage work schedules, including overtime;
  • Ensure that occupational health and safety prevention measures are applied and respected by all employees;
  • Communicate expectations to staff and guide the public works team through continuous improvement;
  • Follow up on citizen requests by communicating with requesters and working with the team to resolve issues effectively and sustainably;
  • Participate in the department’s budget planning, share field priorities, and request estimates for upcoming work;
  • Use computer-aided design (CAD) software to prepare plans;
  • Travel to meet with citizens, contractors, or anyone requesting to meet a public works representative;
  • Participate in a rotating 24/7 on-call schedule with other operators and respond outside regular working hours as needed;
  • Maintain statistics related to services provided by the department (e.g., snow removal, grading, roadwork);
  • Prepare and complete reports, forms, and other documents required in the performance of duties;
  • Ensure proper techniques are used in accordance with current safety standards, sustainable development, and environmental protection;
  • Ensure proper functioning and maintenance of equipment.

Specific Tasks Related to Human Resources Management

  • Manage work schedules, including overtime, and ensure compliance with the collective agreement;
  • Collaborate in recruitment, training, and support of personnel in a continuous improvement process;
  • Conduct performance evaluations and conduct disciplinary meetings as needed;
  • Maintain a good working climate and manage conflict situations within the team.

Specific Tasks Related To Snow Removal

  • Plan, coordinate, and monitor snow removal operations; ensure sufficient availability of machinery, personnel, abrasives, and de-icing agents;
  • Ensure daily snow removal operation reports are completed;
  • Plan and coordinate snow removal from streets and parking lots; ensure the snow storage site complies with regulations;
  • Share on-call duties with the coordinator to continuously monitor road conditions.

Qualifications

  • DEC in Civil Engineering or equivalent experience;
  • 3 years of experience managing unionized employees;
  • 3 years of experience managing contractors;
  • Strong knowledge of public works activities (snow removal, roadways, waterworks, sewer systems, signage, parks, etc.);
  • Class 5 driver’s licence;
  • Experience with measuring instruments and CAD software;
  • Proficiency in Microsoft Office Suite, especially Outlook, Word, and Excel;
  • Possession of a construction site safety card (ASP);
  • Excellent oral and written French, and strong oral and written English skills.

Work Schedule

  • 40-hour work week, over a 4.5-day period;
  • Rotating 24/7 on-call duty, with possible travel outside regular hours depending on emergencies;
