The purpose of this position is to create, maintain and deliver all GIS data for YRP. This includes but is not limited to transforming tabular data into a spatially consumable format, making symbology decisions and publishing data onto YRP’s GIS servers. This role is also responsible for integration between the Business Intelligence and Data Analytics applications and YRP’s ArcGIS environment ensuring seamless and accurate data flows.
MajorDuties & Responsibilities
- Transform operational data into spatial data.
- Update and maintain geodatabase, publish data on ArcGIS servers and make data management decisions.
- Configure web maps, including YRP’s Active Operating Picture and Geocortex Essentials using JSON, JavaScript API and other web programming languages.
- Create and maintain functionality on YRP’s Public Facing Community Safety Data Portal and open data site.
- Develop workflows and applications to support organizational GIS needs.
- Conduct GIS server maintenance and support duties and recommend system upgrades.
- Ensure performance monitoring and tracking of applications, as required.
- Assess and automate redundant data flows and improve business process.
- Apply QA/QC principles to improve enterprise data quality and integrity.
- Train YRP members in the use of map products. Support the team in managing and processing data for use in analysis and reporting.
- Gather requirements for new map requests and projects.
- Work with external vendors, such as police services and regional GIS groups to implement GIS technologies.
- Complete spatial analysis tasks/projects as required.
- Maintain knowledge of new GIS technologies and processes to enhance and improve GIS and BI solutions at YRP.

Education, Licensing & CertificationsFour (4) year university degree in Geography, Geomatics or Computer Science.
ExperienceThree (3) years of experience in developing and maintaining GIS data and web maps.
Skills- Experience with web mapping, preferably with VertiGIS/Geocortex suite of products including Essentials, Active Operating Picture and ESRI web mapping solutions.
- Demonstrated knowledge of GIS principles and use of ESRI’s GIS software and techniques, including ArcGIS Desktop/Pro, Enterprise Portal and ArcGIS Online.
- Experience creating maps, applications and sites within ArcGIS Online and Enterprise Portal.
- Knowledge of spatial data management and governance, including managing relational spatial databases, developing data models and maintaining spatial data quality and integrity.
- Ability to utilize and support spatial ETL tools, such as FME (Feature Manipulation Engine).
- Experience working with front end web languages such as HTML5, CSS and JavaScript.
- Knowledge of computer network security principles and experience working with firewall and proxy settings.
- Knowledge of programming languages e.g. Python, Arcade and Visual Basic (VB) is an asset.
- Experience working with GIS data or business intelligence or in a law enforcement field is an asset.
- Problem solving abilities to assess and troubleshoot issues in GIS data flow and GIS infrastructure, identify root cause to correct problems.
- Effective communication and interpersonal skills required to interact with York Regional Police members at all ranks, as well as outside police agencies and vendors.
- Research and analytical skills to analyze problems and come up with creative solutions.
