Job Summary

The Manager of Environmental Health & Safety owns the design and execution of BPP's EHS programs at assigned sites. This is a program-ownership role, not an administrative one. The person in it decides how a program works, builds it, trains people on it, audits it, and answers for whether it is actually functioning on the floor.

BPP manufactures switch gear and low-voltage electrical distribution equipment. Employees fabricate steel enclosures, wire assemblies, and test finished gear at high current. Electrical safety and arc flash risk are the defining hazards of the business, and every person in this function is expected to be fluent in them.

BPP operates two of these Manager positions, distinguished by site assignment rather than by scope or level. Both report to the Director of Safety, and both are graded identically. Neither Manager has direct reports. The two Managers share functional leadership of one EHS Field Safety Specialist, who reports to the Director; the Managers task and prioritize the Specialist's work at their assigned sites while the Director handles performance management and arbitrates conflicting demands.

Site assignment is set by the Director based on operational need and is subject to change.

The function is being built now, ahead of growth from 175 employees toward 600 or more. Programs that do not exist yet will be built by the people in these roles.

Operating Context

BPP operates four facilities within a ten-mile radius in Rancho Cordova and the surrounding Sacramento metro area, totaling approximately 192,500 square feet once the new building opens. Three are manufacturing sites and one is the corporate office.

The four sites

Trade Center Fabrication Shop (50,000 sq ft): sheet metal fabrication, welding, dust, cranes, and material handling.

Oates Drive Assembly and Test (30,000 sq ft): assembly, wiring, and electrical test.

New Assembly and Test Facility (82,500 sq ft, opening this year): first-year safety stand-up priority.

Job Duties Program Design and Ownership
  • Own EHS programs at assigned sites. Develop, implement, and maintain the policies, programs, and procedures that govern safety, industrial hygiene, and environmental compliance. Own the program, not just its paperwork.
  • Own the California program set:
    Injury and Illness Prevention Program under Title 8 section 3203, the Workplace Violence Prevention Plan required under Labor Code section 6401.9, heat illness prevention under section 3395, hazard communication and GHS, respiratory protection, hearing conservation, confined space, fall protection, machine guarding, hot work, and powered industrial truck and overhead crane operator qualification.
  • Execute the electrical safety program. Implement BPP's written electrical safety program and NFPA 70E requirements at assigned sites: qualified person designation and records, energized work permits, arc-rated PPE specification and use, approach boundary compliance, and equipment labeling verification. Support the arc flash risk assessment and re-evaluation after system changes.
  • Own hazardous energy control. Develop and maintain equipment-specific lockout and tagout procedures, train authorized employees, and complete the periodic inspections required under Title 8 section 3314.
Functional Leadership and Team Coordination
  • Functionally lead the shared Field Safety Specialist. Assign and prioritize field observations, JHAs, training delivery, and hazard follow-up at assigned sites. Support the Specialist's use of stop-work authority and their credibility with production supervisors.
  • Coordinate with the peer Manager. Coordinate with the second EHS Manager on Specialist workload, cross-site coverage, incident support, and program consistency. Escalate conflicting demands on shared capacity to the Director rather than accumulating them.
  • Model daily site presence. Maintain substantive daily floor presence at assigned sites in addition to program ownership. Conduct daily walks and inspections, engage employees directly, and be known to the workforce at every assigned site.
Risk Assessment and Incident Management
  • Assess and mitigate risk. Conduct job hazard analyses, ergonomic assessments, machine guarding reviews, and process safety reviews across fabrication, assembly, and test. Prioritize and drive mitigation to closure.
