- North Grenville is a growing municipality located in eastern Ontario housing a unique blend of small town and rural culture. Comprised of an urban centre (Kemptville) and surrounded by several charming rural hamlets, North Grenville is situated between Canada's National Capital Ottawa and the St. Lawrence River, only a 30-minute drive along the Veterans Memorial Highway (416), to either destination.

Job Summary:

Reporting to the Deputy Chief, the Fire Prevention and Protection Officer is responsible for supporting the delivery of fire prevention, public education, and fire protection services as defined by the Fire Protection and Prevention Act.

As part of the Fire Prevention Division, the Fire Prevention and Protection Officer contributes to the planning, coordination, and implementation of programs and services that meet council-approved service levels, departmental objectives, and applicable legislation.

This position is an operational role that supports divisional priorities through program delivery, inspections, public education, and emergency response, while working under the direction of the Deputy Chief.

Fire Protection Services includes:

fire suppression, fire prevention and fire safety education;

mitigation and prevention of the risk created by the presence of unsafe levels of carbon monoxide and safety education related to the presence of those levels;

rescue and emergency services;

communication in respect of anything described above;

training of persons involved in anything described above; and

the delivery of any service described in the above.

Duties and Responsibilities:

The Fire Prevention and Protection Officer is responsible for a broad range of fire prevention, public education, emergency management, and operational duties, including:

Conduct fire and life safety inspections and support enforcement of the Ontario Fire Code, Fire Protection and Prevention Act, municipal by-laws, and other applicable legislation.

Review Fire Safety Plans and provide recommendations for approval.

Participate in fire investigations, including documentation, evidence collection, report preparation, and court proceedings as required.

Coordinate and deliver fire prevention, public education, and community outreach programs.

Perform the duties of an Assistant to the Fire Marshal and support municipal emergency management functions, including Community Emergency Management Coordinator (CEMC) responsibilities.

Assist with the development and maintenance of Community Risk Assessments, pre-incident planning, annual work plans, and divisional programs.

Assist with divisional budget planning and the coordination of equipment, materials, and other resources.

Provide technical support, training, and guidance to fire service personnel in areas related to fire prevention and protection.

Respond to emergency incidents as a certified firefighter

Maintain professional competence through ongoing training and remain current with applicable legislation, codes, standards, and departmental requirements.

Post-secondary education in a related program, or an acceptable combination of education, experience, and training in a fire service position.

National Fire Protection Association (NFPA) training:

NFPA 1030 (Fire Inspector)  or  NFPA 1031 Fire Inspector Level I (able to attain higher certification as required); NFPA 1035, Fire & Life Safety Educator Level I (or able to attain);

NFPA 1033, Fire Investigator (or able to attain within 12 months);

NFPA 1001, Firefighter Level I and II.

Experience

Minimum five (5) years of experience in a fire service, or successful completion of probation and attainment of Firefighter Class II, in good standing with the North Grenville Fire Service.

Demonstrated experience assisting with fire safety inspections, enforcement, public fire and life safety education, and special programs.

Demonstrate a high level of competency as a first responder in emergency response operations including apparatus, equipment, and fire suppression techniques.

Thorough knowledge of the characteristics of fire, fire spread, and building & fire protection systems.

Knowledge of legislation including but not limited to the Fire Protection & Prevention Act, Ontario Fire Code, Ontario Building Code, Provincial Offences Act, Occupational Health and Safety Act, Highway Traffic Act, NFPA standards, Technical Standards & Safety Authority (TSSA), and the…
