JOB CLASSIFICATION SUMMARY
Positions assigned to this class are responsible for performing more advanced skilled technical and program related duties as required to support the Town’s water and wastewater quality compliance programs to include field inspection work in the enforcement of the Town’s water or wastewater quality ordinances, regulations and permits and sampling programs.
DISTINGUISHING CHARACTERISTICSThis is a fully qualified level maintenance/trades classification in the water quality job family where tasks and assignments are performed using a variety of procedures and techniques. This is the experienced/journey level that is fully competent in the technical/functional aspects of assigned role. Work usually involves the application of sound technical principles and best practices associated with applying standards, diagnosing, and problem solving.
Incumbents perform varied assignments requiring journey level knowledge in assigned area of responsibility.
The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.
CORE WORK FUNCTIONS- Assist with administering and monitoring the compliance of the Town’s backflow and cross connection control program in accordance with applicable codes and regulations.
- Explains, interprets, and enforces the Town Cross Connection Code and related ordinances, regulations and guidelines.
- Coordinates and conducts water and wastewater sampling and testing in accordance with Federal, State, and local requirements; ensures quality assurance and documentation of results.
- Monitors and keeps abreast of applicable Federal, State and local laws, codes, rules, regulations, standards, policies and procedures related to water and wastewater quality; communicates regulatory changes and assists in implementing procedural updates.
- Analyzes samples for various water quality tests in the field and lab.
- Operates, calibrates, and maintains sampling and analytical equipment used for water and wastewater quality testing.
- Conducts field inspections of water, wastewater, and backflow sites.
- Updates and maintains backflow and related water quality databases researches discrepancies, and ensures the accuracy and integrity of records.
- Researches and responds to inquiries and concerns; serves as liaison between residents and Utility department.
- Assists in preparation of technical and regulatory reports for submittal to oversight agencies.
- Manages compliance software in associated fields.
- Attends various meetings to function as a representative liaison for a division/department/Town; facilitates and speaks at conferences and workshops; prepares and gives presentations to a variety of internal and external stakeholders.
- Maintains files and documents, including regulatory compliance information.
- Performs related work as assigned.
Education and Experience:
Associates degree from an accredited college with coursework in Chemistry, Microbiology, Environmental Sciences, or a related field and three (3) years of experience in the environmental field that includes water or wastewater quality and compliance programs, or a related field; or an equivalent combination of directly related education and experience.
LICENSING/CERTIFICATION REQUIREMENTS- Valid Class D Arizona Driver’s License;
- Backflow Tester or Cross-Connection Control Specialist certification, or ability to obtain within six months from hire or promotion date;
- ADEQ Grade 2 certificate in water distribution, water treatment, wastewater collection, or wastewater treatment, or ability to obtain within six months from hire date.
