QCAP is a not-for-profit community action agency serving over 33,000 people primarily in Quincy, Weymouth, Braintree, Milton and Randolph. QCAP also serves households in surrounding Norfolk County, South Shore, and Metro Boston communities. To achieve our mission, we provide a wide range of programs for low- and moderate-income residents, including Adult Education & Workforce Development, Financial REACH Center, Head Start Early Childhood Education & Care, Child Care Vouchers, Energy Programs, Food & Nutrition Programs, and Housing Programs.
Position Overview:
Provide services to QCAP’s Energy Efficiency programs including scheduling and conducting heating systems inspection, energy audits and quality control inspections, responding to emergency needs of clients, educating clients about energy conservation measures, and completing related program administrative duties.
Position Responsibilities (not all inclusive):
- Perform initial energy audits, in-process inspections, and post-inspections for the Weatherization Assistance program according to standards established by Quincy Community Action Programs Inc. and applicable government and utility funding sources. Audit/inspections include:
- Properly identifying house type and characteristics related to energy usage.
- Properly measuring house dimensions, particularly those for the attic, sidewalls, and basement.
- Determine the amount and type of weatherization materials necessary for each job to be done.
- Produce a clear, complete report of audit findings and present to Program Manager.
- Report issues of health and safety such as the presence of knob and tube wiring, asbestos, and malfunctioning heating systems, etc.
- Communicate energy conservation practices to clients, using standard techniques prescribed by QCAP and Executive Office of Housing & Livable Communities (EOHLC).
- Conduct inspections of heating systems for HEARTWAP according to established program standards. Complete appropriate inspection reports and present to Program Manager.
- Monitor and improve contractor performance, including conducting follow-up as required to ensure that all jobs are completed according to contractual standards and that clients are receiving high quality services.
- Maintain program records for Weatherization Assistance Program (WAP), Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP) and Utility Programs, including completing audit paperwork, maintaining notes on client/contractor contact, ensuring contractor paperwork is on file and up to date, and completing other paperwork as necessitated by program contracts.
- Review and develop in-depth familiarity with all WAP, HEARTWAP, and Utility Program funding source guidance and program regulations and comply with all regulations.
- Maintain equipment owned by QCAP for use in the energy conservation programs.
- Perform Appliance Management Program (AMP) audits in accordance with applicable program standards.
- Additional duties as assigned by the Program Manager and Energy Program Director.

Qualification:
- High School diploma or equivalent, and one year of education beyond High School required.
- Minimum of one-year work experience in a related field (for example, home insulation, weatherization, and heating system repair). Experience in the building sciences is a plus.
