Client seeks Finance Project Manager to oversee financial and budgetary activities for IT procurement and contracting projects supporting a large-scale health insurance exchange platform. This system serves a medical program and insurance marketplace, enabling eligibility determination, plan shopping, and enrollment for state residents.
CORE RESPONSIBILITIES
- Financial Program Management: Coordinate and monitor all finance-related activities at program level; ensure compliance with state agency priorities and requirements
- Stakeholder Liaison: Primary contact between program team and agency administration/finance units
- Budget Analysis & Forecasting: Conduct ongoing analysis of program performance against budget and operational goals; develop financial impact assessments for proposed activities
- Contract & Procurement Support: Provide expertise for development of finance-related contract and procurement requirements; monitor cost allocations across projects
- Financial Reporting: Create templates and produce monthly/ad hoc reports for senior leadership
- Budget Development: Lead annual budget and funding request development; manage expenditure request processes
- Process Improvement: Recommend and implement finance process improvements using industry best practices
REQUIRED QUALIFICATIONS
- 3+ years: Budgeting, forecasting, and financial reporting (government environment preferred)
- 3+ years: State/Commonwealth budgeting, accounting systems and processes
- Advanced Excel: Complex modeling, pivot tables, financial analysis (mandatory)
- Strong analytical skills: Problem-solving aptitude, financial acumen, detail orientation
- Project management: Ability to manage multiple concurrent projects with strong follow-through
- Stakeholder management: Navigate needs/expectations of diverse stakeholders
- Communication: Excellent written and verbal skills for executive-level reporting
PREFERRED QUALIFICATIONS
- SharePoint and Jira experience
- Healthcare or insurance industry background
- IT procurement/contracting experience
- Change management and release management exposure
EDUCATION
- Bachelor's in Finance, Accounting, or related field (or equivalent experience)
- MBA in Finance, Accounting, or Administration preferred
