The Florida Division of Emergency Management (FDEM) plans for and responds to natural and man‑made disasters, ranging from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM coordinates with federal, state, and local agencies, implements a statewide Comprehensive Emergency Management Plan, conducts extensive exercises to test capabilities, provides technical assistance to local governments, and conducts emergency operations trainings.

FDEM leads the State Emergency Response Team (SERT), coordinating the state’s efforts during disaster response and recovery within the State Emergency Operations Center (SEOC) in Tallahassee. It also manages the State Watch Office, conducts damage‑assessment surveys, and advises the Governor on emergency declarations and federal relief funding.

• Provide overall management of grants and projects associated with the Hurricane Loss Mitigation Program (HLMP) and the Shelter Development Program (SDP).
• Assist eligible recipients—including local governments, non‑profit organizations, state universities, state colleges, and qualified for‑profit agencies—on HLMP mitigation projects.
• Review applications and conduct grant‑management activities: develop contracts, scopes of work, and budgets; monitor projects for contract and program compliance; prepare reports; process financial reimbursements; prepare closeout reports; and perform related work.
• Assist recipients in submitting HLMP grant applications.
• Conduct research and deliver presentations/trainings on program aspects.
• Participate in public outreach and educational events.
• Support the HLMP Program Manager in identifying program priorities, monitoring status, and developing spreadsheets and management tools.
• Coordinate with the FDEM Infrastructure Unit to resolve grant and/or project compliance issues for Shelter Development projects.
• Perform other related duties, including traveling and disaster‑related assistance as directed.

• Knowledge of state and/or federal grant programs and contract‑administration procedures.
• Skill in public speaking, making presentations, and strong written communication.
• Ability to understand and apply federal and state rules, regulations, policies, and procedures.
• Ability to manage all aspects of a grant and its implementing contract—including scope of work, budget, and assurances, and monitoring activities for compliance.
• Ability to coordinate efficient, accurate, and timely preparation of quarterly progress reports.
• Ability to provide technical assistance to state agencies, local governments, residents, businesses, and others on eligible grant activities and contractual procedures.
• Ability to work independently and under close supervision in detailed job tasks.
• Skill in using the computer and Microsoft Office programs.
• Ability to travel overnight and work non‑traditional hours during emergency events; readiness to deploy to emergency sites with limited notice.

• Florida Certified Contract Manager (FCCM) certification or the willingness to obtain it within the first 12 months of employment.
• Experience using Microsoft Office Suite (Excel, Word, Outlook) and ability to learn division enterprise business systems.
