Base pay range

$89,300.00/yr - $/yr

The Laboratory Manager provides leadership for laboratory operations and associated regulatory programs supporting Raleigh Water’s Resource Recovery Division. This role oversees laboratory, industrial pretreatment, and environmental monitoring functions to ensure regulatory compliance, data integrity, and continuous improvement. The position balances day-to-day operational leadership with long-term planning to support evolving utility needs, emerging regulations, and organizational continuity.

Raleigh Water’s Resource Recovery Division is responsible for protecting public health and the environment through effective wastewater treatment, monitoring, and regulatory compliance. The Laboratory, Industrial Pretreatment, and Environmental Monitoring programs play a critical role in ensuring data quality, permit compliance, and informed operational decision-making. Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Leads laboratory, industrial pretreatment, and environmental monitoring programs to ensure accurate data, regulatory compliance, and reliable service delivery
  • Supervises and develops supervisors and professional staff, including performance management, training, and succession planning
  • Oversees quality assurance and quality control programs, including ISO participation, audits, corrective actions, and document management systems
  • Manages budgets, resources, and procurement activities with a focus on efficiency, accountability, and stewardship of public funds
  • Coordinates with internal and external stakeholders to respond to inquiries, investigations, and regulatory requirements
  • Supports continuous improvement efforts by evaluating processes, emerging regulations, and opportunities to enhance operational readiness

Typical Qualifications

Education and Experience:

Bachelor's Degree in Chemistry, Biology, Microbiology, Environmental Science or related field; 7 to 9 years' experience in professional level laboratory sampling, testing and analysis involving gas chromatography, mass spectroscopy and related advanced analysis techniques

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licensing and

Certifications:

  • Wastewater Laboratory Analyst Certification
  • Biological Water Pollution Control System Operator
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
