Our direct client has an opening for a Project Manager with Healthcare Experience, position # 739635 & 739640. This position is for 6-12+ months, with an option of extension, and will be worked remotely at this time. Work must be completed on-site in Raleigh, NC, at the client’s discretion. This lead project management role will work with multiple internal and external stakeholders and selected vendor(s) to analyze, plan, and implement the new system. This position will be responsible for working with senior-level business executives, IT personnel, business program resources, and vendor staff to execute project requirements and manage stakeholder expectations. This position will manage the day-to-day activities for the project and complete all input to the State Project Management (Touchdown) system as needed.

The project will utilize the agile methodology.

Responsibilities Include But Are Not Limited To

• Working with business leaders and SMEs to understand the needs of a new IT system
• Developing and maintaining detailed project schedule, budget, and monitoring expenditures
• Developing and maintaining all required project management artifacts following State, DHHS, and PMBOK guidelines
• Managing scope, resources, timelines, costs/budgets, quality, communication, and procurements to meet the goals of the State
• Working closely with the team conducting analysis and writing documentation (including RFP if required)
• Managing vendor deliverables to ensure milestones are met
• Establishing project governance, conducting formal presentations, coordinating with stakeholders, and instituting project controls
• Serving as an IT project liaison to the business client
• Developing project, change, risk management, rollout, and training plans with stakeholders
• Ensuring technical readiness during implementation
• Maintaining all required State CIO project documentation

Required Skills Include

• Strong IT Project Management, negotiation, communication, and problem-solving skills
• Effective project meetings tailored to audience
• Creating project plans, timelines, work breakdown structures using project management tools
• Proficiency in project management, agile, scrum, Kanban tools
• Strategic planning and roadmap development skills
• Writing and presenting project materials and reports
• Effective collaboration with all staff levels, clients, IT personnel
• Experience with RFPs/technical writing
• Understanding of iterative and incremental development fundamentals
• Managing Scrum backlog and priorities with agile tools (Service Now, Jira, Version One)
• Experience as Scrum Master for Agile teams
• Facilitating all Scrum ceremonies in collocated and distributed teams
• Experience in release planning

Management Prefers Applicants With The Following

• PMP Certification;
  Scrum Master certification is a plus
• Experience managing legacy system upgrade/replacement projects
• Experience collaborating with State and Local Government
• Healthcare-related experience
• Knowledge of Public Health Programs
• Experience managing data conversion activities
• Experience building rollout plans

Required/Desired Skills

• 8+ years project management experience in large, complex automation efforts
• Proven experience delivering projects within scope, budget, schedule
• Decision-making based on strategic objectives and resource availability
• Managing project risks, costs, schedule, quality, testing, communications
• Leadership, organizational, interpersonal, time management skills
• Experience with project management tools (Microsoft Project), MS Office, Share Point
• Experience with Waterfall and Agile projects
• Vendor management experience
• Technical architecture/infrastructure knowledge and experience
• Experience with development, database design, web technologies
• Experience with DPH and DCFW programs (highly desired)
• SharePoint end-user experience (highly desired)
• Healthcare industry experience (highly desired)
• Experience leading COTS and SaaS projects
• Technical writing and RFP experience
• Fundamentals of iterative and incremental development
• Scrum Master experience for Agile teams
• PMP and Scrum Master certifications
• Managing Scrum/Kanban backlogs with agile tools
