Traffic Signal Technician

The City of Raleigh is seeking a Traffic Signal Technician responsible for performing a wide variety of tasks, ranging from unskilled manual labor to journeyman level in the maintenance, repair and installation of electrical and electronic traffic control systems and equipment. This position works independently and exercises skilled judgment in the performance of assigned duties. Work includes heavy physical exertion, is performed primarily outside, includes exposure to hazardous conditions and must be completed during inclement weather.

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Responsibilities
  • Investigates field problems affecting traffic signal operations, the traveling public, contractors, and maintenance operations; resolves problems or refers as appropriate.
  • Installs, inspects, maintains, and repairs communication system. Skillfully and safely operates and maintains a bucket truck, assists the operator of a digger derrick, light ground equipment and maintenance equipment, tractors, skid steer, as well as a variety of hand tools and equipment.
  • Install, inspect, maintains, troubleshoots, and repairs solid state and other traffic signal equipment. Performs preventative and emergency maintenance on traffic signals and lighting.
  • Repairs and replaces conduits, wiring and other signal hardware as needed. Performs basic‑electrical work using electrical test equipment, such as DMM, as required.
  • Installs, maintains vehicle identification and detection systems. Follow electrical and engineering drawings and specifications. Work with live voltage.
  • Work outdoors in adverse conditions. Work with agility in high places. Ability to be on‑call status on a rotating shift for emergency conditions. Perform related duties assigned.
Education & Experience

High School diploma or G.E.D. equivalency;
Less than 1 year experience in the installation, maintenance, and repair of traffic signals, or related work.

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.

Licenses & Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire.
  • International Municipal Signal Association Level Two Certification.
Preferred Qualifications
  • Valid North Carolina Class B Commercial Driver’s License with a satisfactory driving record, or the ability to obtain within 90 days of hire.
Knowledge of
  • Applicable federal, state, and local laws, codes, regulations.
  • Standard practices, methods, tools, and materials of assigned work.
  • Hazards and safety rules and regulations concerning electricity and electronic devices.
  • Specialized equipment of assigned work.
  • Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications.
Skill in
  • Diagnosing problems of electrical circuits and equipment.
  • Reading and interpreting information from schematics and/or a computer.
  • Verbal and written communication.
  • Customer service and professionalism.
Ability to
  • Follow oral and written instructions.
  • Work independently or as part of a team.
  • Maintain a safe work environment and follow all safety rules and regulations.
  • Coordinate with police during emergency response.
ADA and Other Requirements

Work Environment and Physical Effort:
Medium:
Exerting up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment:
Work is typically performed in an outdoor environment, street environment (near moving traffic), construction site, or in a vehicle. Employees may occasionally work in a shop environment.

Work Exposures:
There is frequent exposure to moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals or substances and loud noises (85+ decibels average over 8-hour working day such as heavy trucks, jack hammers, leaf blowers, lawn mowers, construction). Employees may occasionally be exposed to individuals who are hostile or irate, extreme cold (below 32 degrees) and extreme heat (above 100 degrees).
