We are currently seeking a Program Manager to join our team in Rancho Cordova, California (US-CA), United States (US).
Position overviewNTT DATA seeks a seasoned Program Manager to lead large‑scale networking and fiber infrastructure programs within our Public Sector SLED practice. This role requires deep expertise in managing service provider networks and delivering complex IT programs across geographically dispersed environments.
Key responsibilities- Direct and oversee end‑to‑end program delivery for networking and fiber initiatives.
- Manage service provider networks supporting 500+ locations across 5,000+ square miles, ensuring high availability and compliance.
- Develop program plans, budgets, and schedules aligned with client objectives and regulatory requirements.
- Lead cross‑functional teams and vendors to deliver projects on time and within budget.
- Implement risk management strategies and maintain executive‑level reporting on KPIs and financials.
- Travel to the client site in Sacramento, CA may be required on an as‑requested basis.
- 10+ years of project and program management experience in IT infrastructure.
- 5+ years managing service provider networks supporting 500+ locations across 5,000+ square miles.
- Bachelor’s degree in a related field OR PMI PMP Certification.
- Program Management Excellence
- Proven ability to manage multi‑million‑dollar IT programs with complex dependencies.
- Expertise in governance frameworks (PMO standards, ITIL, COBIT).
- Strong experience in vendor and contract management for large‑scale network and fiber deployments.
- Networking & Fiber Specialization
- Strong technical background in networking technologies (LAN/WAN, SD‑WAN, MPLS) and fiber infrastructure.
- Deep knowledge of fiber optic design, installation, and maintenance.
- Familiarity with network architecture, routing protocols, and security standards.
- Experience with SD‑WAN, MPLS, and cloud networking solutions.
- Public Sector & Compliance
- Understanding of state/local government procurement processes and compliance requirements.
- Ability to navigate regulatory frameworks for public sector IT projects.
- PMP (Project Management Professional) – PMI
- PgMP (Program Management Professional) – PMI
- ITIL v4 Foundation or higher
- Certified Fiber Optic Technician (CFOT)
- Cisco Certified Network Professional (CCNP) or equivalent
- Certified Scrum Master (CSM) for Agile environments
Hybrid or on‑site work depending on client requirements. Occasional travel to client sites for installation, testing, or project coordination.

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this role is $97,391 to $162,319. Actual compensation will depend on a number of factors, including the candidate’s relevant experience, technical skills, and other qualifications. The candidate may also be eligible for incentive compensation based on personal and/or company performance. This position is eligible for company benefits including medical, dental, and vision insurance with an employer contribution, flexible spending or health savings account, life and AD&D insurance, short‑and long‑term disability coverage, paid time off, employee assistance, participation in a 401k program with company match, and additional voluntary or legally required benefits.
