Manage multiple proposals simultaneously under tight deadlines. Review inquiry documents (
RFQ, ITB, tender packages
) thoroughly and become fully familiar with scope, specifications, contractual terms and submission requirements. Interpret contractual and commercial requirements highlighting risks, deviations, and exclusions. Develop preliminary designs using PVelite for thickness verification and prepare MTOs when required to support estimation. Flange de‑rating shall be checked in accordance with ASME Section VIII Division 1, Clause UG‑44(b). Prepare detailed cost estimates including materials, fabrication, testing, painting, packing and delivery, etc.
Obtain and evaluate vendor/supplier quotations for bought‑out items and subcontracted works. Interface with engineering, procurement, planning, quality and production departments to collect input for accurate estimation and scheduling. Identify deviations from client specifications and prepare technical clarifications and exceptions. Prepare proposal documents including technical write‑ups, compliance statements, project execution methodologies and commercial offers. Coordinate with E/I departments for skid packages to gather accurate costing and man‑hour estimates.
Maintain close coordination with engineering, procurement and project management teams during proposal preparation for any technical clarification. Document all key communications with clients and suppliers. Coordinate and ensure compliance with suppliers for client specifications before bid submission. Review and approve costing and offers with the Technical Proposal Manager and respective key stakeholders. Support in negotiation meetings with clients addressing technical and commercial queries whenever required.
Track proposal status with clients and provide timely feedback to management. Conduct weekly follow‑ups for jobs in hand and monthly follow‑ups for tender RFQs by mail and get feedback. Update and maintain cost databases, historical records and standard proposal templates. Capture lessons learned from executed projects and feed them into future proposals for accuracy. Guide junior engineers and coordinators in proposal preparation, estimation tools, and procedures.
Develop and maintain good working relationships with sub‑contractors, vendors and other individuals including clarifications, communications and negotiations. Prepare budget sheet based on final approved costing after PO award within 7 working days. Monitor cost spend vs estimation for raw materials during project execution.
- Equipment specifications / datasheets in line with inquiry.

- Vendor / subcontractor cost evaluations and bid tabulations.
- Proposal pricing sheet and cost breakdown structure.
- Review of final technical and commercial proposals with Technical Proposal Manager before submission.
- Pre‑bid meetings and clarification sessions with clients.
- Negotiations of scope, schedule, and commercial terms.
- Providing technical presentations when required.
- Handover of successful bids to the Project Execution team.
- Submission of budget sheet for management.
- Participation in contract finalization meetings.
- Compilation of lessons learned for future proposals.
- Knowledge of pressure vessels, columns, heat exchangers, reactors, tanks, pipe modules and skid packages.
- Familiarity with ASME, TEMA, API, and international design codes.
- Strong analytical and estimation skills.
- Sound understanding of fabrication processes, materials, and man‑hour norms.
- Ability to interpret technical specifications and contractual requirements.
- Cross‑functional coordination and teamwork.
- Attention to detail with accuracy in cost and document preparation.
- Proactive, adaptable, and able to handle fast‑paced proposal cycles.
