Job Purpose
The position requires total responsibility and decision making for maintaining the ATC electronic systems in an operational status that meets the standards stipulated by ICAO and GCAA.
Job DetailsPosition Title: CNS Manager
Reports to: HOD
Division: CNS/ Electronics
Department: Projects & Engineering
- Project management and oversight of integration, interfacing, installation, implementation, commissioning and operational handovers of CNS projects.
- Develop, update and manage department procedures, staff certification, competency cards, training plans, department administration, budgeting, reporting, asset control, licensing, ISO/IMS documents, safety and emergency protocols.
- Coordinate with GCAA regarding operational status, trends, procedures, upgrades and equipment grading; facilitate GCAA e‑services activities.
- Manage annual operational and capital expense budgets and demonstrate financial resourcefulness.
- Develop Management of Change (MOC) documents for equipment, infrastructure or facility changes.
- Review, authorize and maintain training and competency manuals and modules; incorporate airport SMS and QMS into CNS policies and procedures.
- Maintain department Service Level Agreement (SLA) with ATS, review and maintain Key Performance Indicators (KPIs) and Safety Performance Indicators (SPI).
- Prepare and respond to audit correspondence for CNS, ATS, Aerodrome, Meteorological and other third‑party audits.
- Organize internal and external engineering meetings and participate in GCAA work groups.
- Raise CNS ROSI reports for equipment outage, malfunction or degradation; manage project delivery and coordination with TDRA for frequency regulations and licenses.
- Review and update CNS e‑services, provide feedback to GCAA on regulatory amendments (NPA).
- Liaise with GCAA, TDRA and FANR for incident reporting, performance audits, spectrum licensing, interference reporting and screening operations licenses.
- Internal: ATC, AGL & Electromechanical, IT, MET, RFFS, Operations.
- External: OEM Technical Support, ACC Engineering, ISP Support, Regulatory authorities.
- Interaction drivers:
Maintenance tasks, equipment/system troubleshooting, power quality monitoring, IT data security assurance, OEM support, calibration/upgrade, audit/inspection, license renewal.
- Educational
Qualifications:
Internationally recognized university degree in electronic engineering or a higher diploma in electronic engineering (minimum 3 years of study) or equivalent. - Professional
Qualifications:
In‑depth knowledge of electronics theory and practice, data processing, PC hardware and software, computer networking, primary and secondary radar, air traffic radar display systems, data communication systems, automation, and aeronautical VHF/UHF and communication systems. - Experience: Minimum 5 years in navigational aids, radar display systems, communication systems, V/UHF transceivers and operational aviation systems.
- Safety Responsibilities: Compliance with safety requirements and procedures outlined in the Aerodrome Operations Manual, Safety Management System and related training; report safety incidents directly to the Safety Department or supervisor; support safety audits and investigations.
- Technical
Competencies:
ATC communication systems, navigational aids, surveillance data processing, security screening equipment, knowledge of ICAO documents and GCAA CARs, MS Office, computer hardware and operating systems, test instruments, IT networking, UAE driver’s license.
