Senior Design Manager – Regulation, Audit & Governance

Permanent

Apply architectural judgement. Shape safer infrastructure. Influence building safety across a national estate.

The Senior Design Manager, Regulation, Audit & Governance plays a key role within MBNL's Legal, Governance & Operational Excellence directorate, helping to define, implement and continually improve MBNL's building safety, fire safety, and regulatory compliance framework. Working closely with and reporting to the Architect & Senior Manager – Regulation, Audit & Governance, the role applies architectural, technical, and regulatory judgement to ensure building safety requirements are effectively interpreted, communicated and embedded across MBNL's mobile telecommunications infrastructure portfolio.

This role would suit an architect or technically minded built-environment professional who wants to apply design, regulatory and building safety expertise at portfolio scale.

Why this role matters

The Building Safety Act 2022 and wider regulatory landscape are transforming how infrastructure is designed, deployed, and managed.
This role helps ensure MBNL meets its statutory obligations while shaping how mobile infrastructure is safely integrated with existing buildings across the network estate.

By combining design expertise, regulatory understanding and stakeholder engagement, the role translates complex requirements into practical guidance, governance frameworks and assurance processes that support both compliance and operational excellence.

The role provides an opportunity to influence standards and best practice across a national portfolio operating at the intersection of architecture, building safety, fire safety, and regulatory compliance.

This is a hybrid role with a minimum of 2 days per week in our Central Reading office.

What you'll be here to do
  • Interpret and apply the Building Safety Act 2022, Building Regulations, fire safety legislation, and associated guidance across MBNL's infrastructure portfolio.
  • Assess how building safety and regulatory requirements apply to mobile infrastructure projects, particularly rooftop and complex sites.
  • Develop and maintain guidance, policies, standards, process maps, and regulatory documentation.
  • Ensure documentation is practical, auditable, regulator-ready and aligned with industry best practice.
  • Coordinate input from stakeholders, suppliers, and subject matter experts to develop effective compliance frameworks.
  • Provide technical input on the interaction between telecommunications infrastructure and host buildings
, including structural, fire safety, access, and building services considerations.
  • Apply architectural and technical judgement to assess the interface between telecommunications infrastructure and existing buildings, particularly rooftop and complex locations.
  • Support design reviews, risk assessments, governance activities, and compliance assurance processes.
  • Communicate complex regulatory requirements clearly to internal and external stakeholders.
  • Develop and deliver training, workshops, and communications to support adoption of new requirements.
  • Engage with industry bodies, regulators and external partners where required.
  • Monitor emerging legislation, guidance, and industry developments to drive continuous improvement.
Who we're looking for
  • Knowledge of Building Regulations and CDM Principal Designer roles and responsibilities.
  • Experience interpreting, applying, or managing compliance with legislation, regulations, standards or governance requirements.
  • Experience or capability of authoring technical, regulatory, policy, governance, or specification documentation to a high professional standard. For example, construction project tender quality question responses, specification writing, or similar technical documentation.
  • Ability to understand and apply complex legislation, standards, and guidance.
  • Strong stakeholder engagement, communication, and influencing skills.
  • Ability to translate regulatory requirements into practical business processes and controls.
  • Strong analytical and problem-solving capability.
  • Either existing knowledge of building safety legislation or the capability and commitment to develop expertise quickly.
  • Experience working within architecture, building design, construction, engineering, infrastructure, property, fire safety, or regulatory environments.
  • Experience of coordinating technical stakeholders across multidisciplinary projects involving buildings, infrastructure, or regulatory compliance.
If you also have the following, we'd especially like to hear from you
  • Experience working within a joint venture or multi-stakeholder environment.
