Municipal Enforcement Officers perform duties related to the enforcement of Municipal Bylaws as a Bylaw Enforcement Officer, along with applicable Provincial Statutes authorized under their Community Peace Officer appointment.

Responsibilities include conducting investigations, gathering and securing evidence, seizing property where authorized, and managing exhibits in accordance with investigative and court procedures. Officers are responsible for completing required follow-up and enforcement actions through to the conclusion of each file.

Municipal Enforcement Officers also participate in crime prevention, public education, and community awareness initiatives within public spaces throughout the City of Red Deer.

Additional responsibilities include the service of legal documents, court attendance, assisting police officers with the recovery and return of stolen or lost property, and conducting proactive patrols within City parks and the transit system to support community safety.

• Patrol and Enforcement
  - Conduct regular patrols throughout the City to enforce Municipal Bylaws and applicable Provincial legislation under Community Peace Officer appointments. Duties include issuing warnings and violation tickets, conducting traffic enforcement, responding to noise complaints and encampment concerns, and attending calls for service.
• Investigations and Incident Response
  - Respond to public complaints and incidents, attend scenes, gather and preserve evidence including statements, photographs, and exhibits, assess risks, investigate property damage or vandalism, and ensure investigations are properly documented to support enforcement actions or prosecution.
• Community Engagement and Public Education
  - Promote public safety through community engagement and education initiatives. Provide a visible presence in public spaces, respond to public inquiries, educate residents on bylaw compliance, and liaise with community organizations, schools, and police partners.
• Communication and Conflict Resolution
  - Manage challenging or confrontational situations in a calm and professional manner. Mediate neighbourhood disputes, resolve conflicts in parks and transit environments, and maintain effective working relationships with RCMP and other City departments.
• Administration and Court Duties
  - Maintain accurate enforcement records including notebooks and electronic reporting systems. Prepare investigative files and documentation for court and provide testimony during legal proceedings as required.

• Grade 12 (or GED) diploma
• 2-year College Diploma in Law Enforcement, Conservation Enforcement, Criminology or graduation from a recognized police academy
• Preference given to those with a bachelor’s degree in related fields.
