Job Overview

GHD’s US West Region is seeking a motivated Transportation Project Manager – Highways Roads to support our Highways, Roads, Bridges practice throughout California and the US West. The role involves leading projects that include highways, interchanges, local roads, roundabouts, trails, bridges, and other public works improvements.

Responsibilities
  • Project governance:
    Clarify roles and ensure compliance with program and portfolio management processes.
  • Portfolio management:
    Plan and manage delivery of projects using appropriate project management methodology.
  • Team management:
    Lead large or multiple small‑to‑medium teams; define vision, communicate outcomes, coordinate actions, and build capability through coaching.
  • Risk and issue management:
    Identify and manage risks, issues, dependencies, and constraints; develop and implement solutions.
  • Benefit realization:
    Deliver baseline assessments and post‑implementation analyses to track business benefits.
  • Resource management:
    Negotiate and manage deployment of project resources, budgets, and variances.
  • Innovation:
    Drive a culture of innovation through idea generation platforms and cross‑functional collaboration.
  • Leadership and direction:
    Communicate actions needed to implement strategy and business plans.
  • Capability building:
    Pursue professional development, accreditation, and stay current on industry best practices.
  • Change management:
    Manage projects or work streams within transformation programs, embed desired culture and behaviors.
  • Stakeholder management:
    Implement engagement plans and develop positive relationships with stakeholders.
  • Scope definition:
    Plan and lead information gathering, stakeholder consultation, and deliverable specification.
  • Assurance:
    Manage assurance reviews and resolve issues identified.
  • Business analysis:
    Identify solution recommendations to business problems at the unit level.
Education
  • Bachelor’s Degree in Civil Engineering or related field.
Experience
  • 8+ years of experience with solid technical knowledge across transportation and municipal engineering.
  • Registered Civil Engineer in California or Arizona (required).
  • Experience in transportation project management, specifically in highways and roads.
  • Experience with project management software and tools.
  • Ability to develop project/client proposals and participate in interviews.
  • Knowledge of Caltrans and AASHTO guidelines and standards; strong foundation in PS&E package development.
  • Experience with local, state, and federally funded transportation projects, including partnership with Caltrans.

Salary Range: $103,000–$172,000 based on experience.
