Job Location: Shasta County, and the Administration Branch of the Health and Human Services Agency.

Salary: $6,363 - $8,121 approximated monthly* / $36.71 - $46.85 approximated hourly* (as of November 04, 2025).

About the Department

The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches:
Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services.

About the Position

This non‑clinical role is within the Utilization Management and Quality Assurance Unit under the Quality Management Program. You will provide clinical and administrative support that facilitates high‑quality treatment services for seriously emotionally disturbed adults and children, including chart auditing, service utilization review, medication monitoring, documentation standards, training, Medi‑Cal site certification, and regulatory compliance.

You will interpret federal, state, and local regulations governing these services and communicate standards to clinical staff. All work is performed under general supervision.

Distinguishing Characteristics

This classification is a licensed Mental Health Clinician. Incumbents must be fully trained and licensed by the California Board of Behavioral Science Examiners and carry a caseload while delivering mental health services.

Ideal Candidate

The ideal candidate will work well in a team environment, multitask efficiently, and communicate effectively. Experience with severe mental illness services, utilization review, policy writing, or group trainings is highly desirable.

Examples of Duties
  • Perform case management and rehabilitative treatment services for adults or children and develop treatment plans.
  • Gather data from clients, families, and community agencies and prepare social case histories.
  • Participate in individual and group therapy programs and coordinate with team members.
  • Attend staff conferences, team meetings, in‑service training, and continuing education.
  • Maintain documentation of biopsychosocial rehabilitative services and client assessments.
Qualifications

Applicants must demonstrate possession and application of the following:

  • Knowledge of: Biopsychosocial rehabilitation; documentation standards of public and private reimbursement systems; and the scope of public and private health, social service, and law enforcement agencies.
  • Ability to: Apply diagnostic and treatment planning principles, establish cooperative working relationships, maintain objectivity, and communicate with clients and stakeholders.
Minimum Qualifications
  • Possession of a valid license through the California Board of Behavioral Science Examiners.
Special Requirements
  • Incumbents are required to maintain appropriate licensure through the California Board of Behavioral Science Examiners.
  • Positions may require a valid driver’s license.

Physical Demands and Work Environment
