The City of Redding Electric Utility is seeking to fill the position of Electric Manager – Line. Under general direction, this position plans, organizes, directs, and coordinates the activities of the Field Operations division of Redding Electric Utility. This division includes line crews, utility line clearance arborist crews, inspectors, trouble shooters, warehouse staff, and other support personnel. The Electric Manager – Line maintains system integrity and reliability by ensuring 24/7 emergency response to electric service disruptions.

Responsibilities
  • Develop and implement divisional goals, objectives, policies, procedures, and metrics.
  • Oversee the management of in‑house and contract line crews, inspectors, and trouble shooters in the construction, maintenance, and outage response of the Transmission and Distribution system. Oversee management of all support functions, including supply chain management, procurement, and fleet management.
  • Oversee management of all field operations support functions, including supply chain management, warehouse management, vegetation management, and fleet management.
  • Prepare City Council agenda items.
  • Oversee procurement of equipment, materials, and services needed to support the division.
  • Provide status reports and performance data to the Assistant Director – Transmission and Distribution Assets in the form of memos, reports, and presentations. Provide responses to Executive inquiries regarding performance, progress against goals, emergency preparation, training, etc. Provide input to Capital Improvement Plans to serve new loads and emerging technologies.
  • Represent the division and department to outside agencies and organizations; work with the staff of other departments and other utilities to facilitate implementation of procedures which will result in improved efficiency of the Electric Utility in its delivery of electric service; participate in outside community and professional groups and committees.
Knowledge
  • Electrical theory, encompassing electrical circuits and wiring systems
  • Day‑to‑day field operations, including methods, equipment, tools, and materials used in electrical underground and overhead construction, maintenance and repair work, and vegetation management around electric facilities
  • Relevant local, State, and Federal regulations, including safety standards and environmental compliance
  • Modern office procedures, methods, and computer equipment, including project management software
Ability
  • Interact effectively with the public and employees
  • Communicate effectively both orally and in writing
  • Demonstrate highly developed analytical and technical skills in electric utility engineering and analysis
Education, Experience, and

Special Requirements

Any combination of training and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

  • Typical education would include a Bachelor of Science degree in engineering, finance, accounting, business management, or a related field from an accredited college, university, or equivalent.
  • Typical experience would include seven years of progressively responsible relevant work experience in electric utility system field operations related to constructing and maintaining utility transmission and distribution systems, with at least three years in a supervisory role.
  • Possession of a valid California driver’s license or the ability to acquire one within ten days of appointment.
