Overview
Microsoft's Cloud Infrastructure organization is responsible for delivering the foundational datacenter capacity that powers our global cloud services. As we continue to expand our datacenter footprint, environmental excellence and regulatory compliance are essential to our mission.
We are seeking a Program Manager Tech 3 - Construction Environmental Compliance to lead environmental permitting execution and compliance oversight during the construction phase of our datacenter lifecycle. This role is part of a broader environmental permitting and compliance team and plays a critical role in ensuring that Microsoft's datacenter projects meet all federal, state, and local environmental requirements while enabling on‑time, high‑quality delivery.
This position is onsite and field‑based in Mishawaka and La Porte, Indiana, supporting active construction sites and collaborating directly with internal teams, consultants, contractors, and regulatory agencies.
Responsibilities
Environmental Compliance Leadership
* Coordinate with subject‑matter experts to meet environmental compliance obligations aligned with construction schedules and project milestones.
* Partner closely with Permit Managers to interpret permit conditions and ensure construction teams understand and adhere to all environmental approvals.
* Lead environmental and construction consultants conducting site inspections, preparing internal reports, supporting agency interactions, submitting AHJ notifications, and advising on field compliance issues.
Field Execution & Issue Mitigation
* Conduct onsite field inspections and provide real‑time compliance support to construction teams.
* Identify and mitigate environmental risks related to stormwater, wetlands, streams (CWA 404/401), threatened and endangered species, cultural resources, buffers, tree preservation, and air compliance.
* Coordinate with permitting teams to deliver construction‑driven permit modifications.
Stakeholder & Agency Engagement
* Support regulatory agency, community, and stakeholder engagement for new datacenter builds.
* Serve as Microsoft's environmental representative to external partners, consultants, and authorities having jurisdiction (AHJs).
* Communicate environmental requirements clearly to diverse internal and external audiences.
Program Management & Reporting
* Manage environmental compliance planning for pre‑construction activities and operational turnover.
* Track, maintain, and report project compliance status to internal stakeholders.
* Contribute to the development and continuous improvement of Microsoft's Environmental Excellence program for datacenter delivery.
Qualifications
Required Qualifications
* 5+ years of environmental permitting, compliance, and approvals experience in the U.S., including environmental impact assessments, permit acquisition, and cultural/ecological surveys.
* 5+ years of program or project management experience in the U.S., including cross‑discipline coordination, consultant management, and driving deliverables to completion.
* Experience supporting mission‑critical facilities or large‑scale construction projects.
* Strong knowledge of environmental regulations, including Clean Water Act Sections 402, 401, and 404, stormwater construction general permits, SPCC, RCRA, air quality, and threatened and endangered species requirements.
* Ability to interpret construction schedules, identify compliance risks, and develop mitigation strategies.
* Demonstrated ability to work in fast‑paced environments as a self‑starter who is process‑minded and highly collaborative.
Preferred Qualifications
* Experience with construction and operational environmental compliance across multiple U.S. markets.
* Working knowledge of remedial investigations, remediation strategies, site conceptual models, and site management plans.
