Northrop Grumman Space Systems is seeking a highly motivated Ground Element Modernization (GEM) Technical Program Manager that will lead and manage the installation efforts at both CONUS and OCONUS operational sites.
Responsibilities- Lead and manage a site installation team focused on upgrading existing ADPE, upgrading the operating system, and installing new software baselines for multiple ground element C2 architectures and product lines at multiple locations.
- Coordinate with customer representatives and E1 stakeholders to ensure successful software installations.
- Provide innovative and effective engineering solutions to solve complex technical and installation challenges, working closely with the Chief Engineer, Systems Engineering, and Software Engineering.
- Manage Cost Account Management (CAM), Earned Value Management (EVM), and Integrated Master Schedule (IMS) business aspects of the program.
- Bachelor’s degree with 12 years of relevant experience;
Master’s degree with 10 years;
PhD with 8 years; or an additional 4 years of experience in lieu of a degree. - Active SSBI required at the time of application and ability to obtain SCI prior to start date.
- Experience with software product lines and site deliveries.
- Experience with site installations, including ADPE obsolescence & OS upgrades.
- Prior experience with the site installation manager role and responsibilities.
- Experience working in a software development and software O&M environment.
- Working knowledge of EVM, previous CAM experience, and IMS schedules.
- Experience working closely with government counterparts in both development and site capacities.
- Previous participation on an Agile scrum team or familiarity with the Agile process.
- Prior knowledge of Agile and Dev Sec Ops .
- Familiarity with the Atlassian Tool Suite (Confluence, Jira, Bitbucket, Bamboo).
- Domain knowledge across the Mission One customer portfolio.
- Active TS/SCI security clearance.
