An exciting opportunity has arisen for two people to join Cornwall Council’s Anti‑Social Behaviour (ASB) Team as the dedicated ASB Caseworker for Penzance and the dedicated Caseworker for Redruth.
Service & TeamThe Community Safety Team includes Community Safety Officers, the delivery of targeted initiatives to reduce drug and alcohol harms, the commissioning of community drug and alcohol treatment services, the core functions of Safer Cornwall, the front‑line ASB Team working alongside police and partners, and the Domestic Abuse & Sexual Violence team.
Dedicated ASB Caseworkers are part of the ASB Team, which delivers a high quality service through prevention and enforcement tools. The team tackles anti‑social behaviour in adults and young people across all housing tenures and neighbourhoods, using solution‑focused approaches and partnerships with relevant agencies.
The RoleRole purpose
- Provide high‑visibility foot patrols in Penzance or Redruth town centres and surrounding areas.
- Support community members, offering practical advice and working to strengthen resolution of community‑based ASB.
- Lead incident investigations, bringing partner agencies together to resolve isolated or wider community incidents.
- Manage a caseload of anti‑social behaviour cases within a multi‑disciplinary partnership.
- Gather evidence, prepare court paperwork and present cases in court as required.
- Collaborate with statutory and non‑statutory agencies, businesses and communities to tackle ASB through frontline operations and direct intervention.
- Work closely with police and key partners, drawing on expertise to address community concerns.
This is a public/customer‑facing role, subject to an enhanced criminal record disclosure check and advanced police vetting procedures.
Working PatternThe standard working pattern is Monday to Friday, 37 hours per week, with some evening or weekend work required for meetings or public events.
What you’ll need to succeedAs a non‑confrontational role, the holder must be calm, measured, confident, and able to diffuse challenging situations. Flexibility, resilience, and organisational skills are essential, along with a good general level of education. Specific needs include:
- Good knowledge of ASB legislation and experience of partnership working with statutory and non‑statutory agencies.
- Ability to work unsupervised and prioritise workload through self‑organisation.
- Experience of conflict management using communication and situational techniques.
- Excellent teamwork experience, preferably in a relevant functional area.
- Ability to make impartial decisions based on evidence.
Due to the foot‑patrolling aspect, the holder must be physically fit and healthy to patrol in all weather conditions.
The role is on a 12‑month rolling contract, with funding agreed annually. Any appointment is subject to advanced police vetting and an enhanced DBS check. A full valid driving licence and access to a vehicle are essential.
