San Mateo County Health, Behavioral Health and Recovery Services (BHRS) division is seeking well-qualified individuals for the position of Clinical Services Manager II – Behavioral Health Housing Interventions
.

This full‑time permanent Clinical Services Manager II will serve as a strategic and technical subject matter expert responsible for overseeing a key emerging priority area for BHRS. The position will be responsible for successful implementation of Proposition 1 Behavioral Health Services Act (BHSA) Housing Interventions requirements and other housing‑related strategies for individuals living with serious mental illness and substance use disorders.

This role will lead and support BHRS teams with mapping and documenting the current state of behavioral health housing workflows, systems and processes to inform changes and decision making required to support improvement of client outcomes and increased access to permanent supportive housing. The Clinical Services Manager II will collaborate with clinical and operational leadership, data analysts, consultants, community‑based providers, managed care plans, housing and homeless service providers, and other key stakeholders to ensure that implementation solutions lead to a seamless experience for the most vulnerable behavioral health clients.

The ideal candidate will possess:

  • Demonstrated expertise in implementing Housing First principles and evidence‑based housing interventions to support behavioral health clients.
  • A proven record of success in behavioral health program supervision and oversight.
  • Collaborative, hands‑on leadership abilities, with capability of guiding change management, implementing new and innovative solutions, ensuring regulatory compliance, and improving clinical efficiency and client care.
  • Experience collaborating effectively for system‑level coordination with other county departments, housing developers, service providers, health jurisdictions, and other stakeholders.
  • At least five (5) years of increasingly responsible experience in behavioral health systems, clinical operations and stakeholder engagement and coordination, including two (2) years in a supervisory or lead capacity.
  • Knowledge of public sector behavioral health systems, Medi‑Cal billing, and state regulatory reporting requirements is preferred.

About Canyon Vista

Canyon Vista is one of several housing projects that supports behavioral health clients. Canyon Vista is located on the Cordilleras Health and Healing Center Campus in Redwood City. Telecare provides onsite support for the residents, and Abode oversees property management. Canyon Vista consists of 57 co‑housing units, 27 permanent units and 28 transitional units. The transitional units include 15 dedicated Behavioral Health Bridge Housing units.

Implementation of housing intervention strategies duties may include, but are not limited to the following:

  • Ensure the successful implementation of Proposition 1 BHSA Housing Interventions requirements, utilizing county allocations to provide housing and housing‑related services for the target populations.
  • Lead and manage all behavioral health housing interventions and supportive housing programs ensuring an integrated approach to addressing housing for adults and youth and their families living with serious mental illness and/or substance use disorders.
  • Facilitate stakeholder meetings and annual planning for the BHRS Housing Operations and Policy Committee (HOP) and the Change Agent Housing Heroes committee.
  • Partner with county housing entities including the San Mateo County Department of Housing, Housing Authority and the Human Services Agency, Center on Homelessness and Continuum of Care stakeholders to ensure a strategic approach to housing behavioral health clients.
