Position Summary
The City of Regina is recruiting to add a dynamic, experienced, and passionate Senior Engineer to the team in the Traffic Engineering Branch. The role involves applying skilled engineering knowledge to a variety of difficult traffic engineering problems. You will serve as a team lead to a group of engineering professionals, supervise, mentor, train, and monitor multiple traffic engineering projects, programs, and expenditures.

Responsibilities include conducting all types of traffic engineering studies, temporary traffic‑control design and management, traffic safety studies, creating policies and design standards, bylaw management, and managing the design, construction, operation, and contractual requirements of various traffic system projects, including traffic signals, communication systems, traffic signs, and pavement markings. You will represent the organization and engage with internal and external stakeholders.

You will work closely with external consultants, respond to inquiries from the public, media, and City elected officials, prepare and present reports to City Council, Committees, and Senior Management, and provide strategic planning to align team targets with corporate goals. Leadership skills, labour‑relations experience, and professional engineering expertise are essential.

Key Qualifications

University Engineering Degree such as Civil, Systems, Electrical, Mechanical, Industrial or Environmental with a minimum of five years professional engineering experience in a related transportation field.

Advanced knowledge of project management principles and processes.

Knowledge of contemporary supervision and leadership principles and practices.

Skilled in managing multiple major engineering/operational data, plans, projects, programs and budgets.

Advanced skill in expressing ideas effectively both orally and in writing.

Advanced skill with standard office productivity software such as MS Office products and specialized analysis software (e.g., AutoCAD Civil 3D, CAISE, EMME III, SYNCHRO, Asset Management, and Maintenance Management).

Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/plans/regulations, and develop innovative solutions.

Skilled in establishing and maintaining effective working relations and a respectful work environment with superiors, peers, subordinates and the general public.

Skilled in listening, leading and influencing people, averting and resolving conflict, and cultivating consensus.

Skilled in strategic planning, coordinating and directing staff, work teams, consultants and contractors.

Ability to develop innovative engineering and operational solutions.

Ability to apply the general rules and regulations of the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual as they apply to the position.

Working Conditions

Registered or eligible for registration as a member of the Association of Professional Engineers and Geoscientists of Saskatchewan.

Must possess a valid Class 5 Driver’s Licence and have a vehicle available for work…
