Position Summary

This position performs complex and advanced technical work including database management, asset management, water and sewer engineering and operation, infrastructure planning, design, construction, operation, preservation and management. This position typically reports to a Manager or Senior Engineer.

Key Duties & Responsibilities

  • Initiate, develop, maintain and coordinate databases related to water and sewer infrastructure planning, operation and preservation, material testing, and field inspection.
  • Provide technical analysis and operational support related to water and sewer infrastructure/facility planning, design, construction, operation, preservation, management and performance.
  • Provide advice in regard to technologies and technical analysis related to water and sewer planning, design, construction, operation, preservation, maintenance, testing, management and performance.
  • Review and comment on drawings, specifications, plans and applications from engineering consultants and developers to ensure City standards and requirements are met.
  • Develop, monitor, manage and conduct data and sample collection programs.
  • Supervise and direct staff, consultants and contractors.
  • Maintain and operate specialized analysis software and be able to interpret results, produce reports and make recommendations for water and sewer network planning, construction and maintenance programs (e.g. software involving water, sewer and drainage modelling, capacity analysis or maintenance management, Water

    CAD, SPL,)
  • Develop and review standards, specifications, processes and manuals related to water and sewer operations, the development of water and sewer networks, operations, construction and/or maintenance, and construction field services.
  • Develop and review engineering design, material, testing and technology/equipment standards and specifications.
  • Research, co-ordinate and assemble information and prepare technical reports.
  • Approve requisitions, expenditures and other transactions within the limits of established authority.
  • Research and evaluate the application of technologies and industry best practises related to water and sewer design, construction, operation and preservation, planning, safety, engineering and operation, and testing services.
  • Key Qualifications

  • Civil, Environmental or Water Resources Engineering Technology diploma.
  • Two (2) years’ experience in water and/or sewer or a related engineering/technical field.
  • Must pass the Level one (1) and two (2) Operator Certification exams within one (1) yr and obtain Level 2 certification as identified under the Saskatchewan Water and Wastewater Works Operator Certification Standards, in the category relevant to their operating area, as soon as they meet the experience requirements.
  • Knowledge of and demonstrated ability to apply engineering practices, principles, theories, computations, analyses and statistics.
  • Knowledge of water and sewer infrastructure planning, management, design, materials, operations, construction, maintenance and preservation.
  • Knowledge and demonstrated ability with sampling and monitoring programs and laboratory/facility and field-testing procedures.
  • Knowledge of drafting and surveying technology practices and techniques.
  • Advanced level GIS and CAD skills to display data including symbology, create, edit and query data, modify drawings, relate data, and prepare designs using software such as Arc View, AutoCAD, LDD and Civil 3D.
  • Knowledge of principles, practices and theories for the effective supervision and leadership of staff.
  • Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation, and expectations of City of Regina’s policies, standards, practices and guidelines.
  • Demonstrated ability to strategically plan, coordinate and direct the work of others.
  • Ability to acquire and apply knowledge of City policies and procedures, and legislative and regulatory requirements.
