Position Summary
This position performs engineering duties related to overseeing the components of the Landfill gas collection, electrical generating and leachate collection at the landfill. The role’s objective is to provide technical knowledge and achieve optimal operations of the landfill gas system. This is position is part of the Environmental services branch and will report to the Senior Engineer for Landfills within Environmental Services.
Key Duties & Responsibilities
Assist in performing daily/weekly checks on the Landfill gas to Energy facility, Landfill gas flare operations, landfill gas wellfield operations, and leachate operations.Coordinate back up staff in consultation with the City of Regina Landfill Senior Engineer and assigns callouts schedules to ensure that there is at least one plant manager available 24/7/365 for plant shutdowns and emergencies.For self and back up, adjusts daily or weekly onsite presence at plant during business hours to reflect time spent for call outs, with consideration that all other daily and monthly duties must be completed in a timely manner.Be available to promptly respond to callouts of plant shutdowns during non-business hours to identify the cause of the shutdown and performs repairs or adjustments to return the plant to operation.Consult with Senior Engineer and contracted Mechanics/Service Vendors as needed.Be available to stay on-site for extended periods for co-ordinating and supervising repair work undertaken by contracted service vendors.Perform and coordinate daily/weekly and monthly effective maintenance programs regarding all gas and leachate collection systems at the Landfill.Report and comply with all maintenance programs to comply with warranty requirements regarding the Landfill Gas to Energy applications.Maintain the integrity of information management technology at the Landfill Administration office, including the Supervisory Control and Data Acquisition system (SCADA).Organize and coordinate work unit and contractors engaged in the performance of tasks relating to the operation; preservation; maintenance; and management of the Landfill Gas to Energy operations, Gas collection, flare operation, leachate collection.Perform continuous onsite monitoring of leachate discharge and well levels.Initiate, develop, maintain and coordinate databases related to the Landfill environmental applications, operation and preservation, testing and field inspections.Maintain the facility spare inventory and provides a written inventory count quarterly.Develop, monitor, manage, and conduct data and sample collection programs, coordinate and conduct by-product monitoring programs.Perform calibrations as needed on all testing and monitoring equipment related to the environmental and safety sector.Perform work site checks of contractors with the Senior Engineer during construction projects and other related duties as required.Key Qualifications
The knowledge and skills required for this job are acquired through a Mechanical/Industrial/Environmental/Electrical/Civil Engineering Degree.Landfill gas system experience would be an asset.Must have a minimum of five (5) years’ experience with large scale mechanical systems and/or relevant experience related to the mechanical/industrial components of a landfill.Oilfield experience related to gas collection and compressor systems would be an asset.Basic Knowledge of Supervisory Control and Data Acquisition systems (SCADA).Demonstrated Mechanical/Industrial knowledge.Must be familiar with mechanical systems including large reciprocating engines and other industrial machinery.Ability to manage multiple projects, information systems, programs and budgets/expenditures.Knowledge of administrative/supervision/business management principles and processes.Detailed knowledge of Contract Administration principles and the ability to apply the to active maintenance and construction contracts.Skills to manage budget for and evaluate progress and quality of engineering projects, programs, contracts and operations.Ability to lead problem solving and planning processes for improving work processes or procedures.Ability to…
