The Income Assistance Program and Service Design Branch at the Ministry of Social Services is seeking a PE Consultant, Business Intelligence and Data Analytics, who is highly motivated, innovative, and detail-oriented individual with expertise in SQL, database development, data analytics, and Business Intelligence (BI) reporting solutions and tools.
Reporting to the Manager, Data and Reporting, you will lead and collaborate on advanced data analytics projects that aim to monitor utilization, assess program effectiveness, identify ways to improve client outcomes and reduce government costs. You will work with highly skilled cross-functional teams to design, develop, and maintain a data repository and reporting platform for multiple income support programs. You will also provide technical oversight and guidance to a team of analysts responsible for using SQL to extract, analyze and manipulate data and to build reports to support operational reporting and other business requirements.
The work of this position is critical in the design and delivery of programs that support the basic needs of Saskatchewan people who require income support as they work to become self-sufficient to the best of their abilities. You will be part of a strong team that values strong outcomes and strong services for Ministry clients and programs.
This is an in-office position based in Regina.
The successful candidate will:
Have demonstrated advanced proficiency in SQL, including development and optimization of complex queries, stored procedures, and functions to support analysis of large-scale, complex data sets containing diverse data types (e.g., temporal, quantitative and qualitative data), within cloud-based SQL environments (e.g., Azure SQL).
Have strong understanding of database concepts, data structures, and data management practices, with experience integrating and reconciling data from disparate sources.
Have proficiency in Python to manipulate, analyze, clean, and transform data for analytical and reporting purposes, including automation of repetitive tasks.
Have strong statistical and analytical skills to identify trends, patterns and insights in data, with experience developing and presenting data visualizations using Power BI and Excel (including DAX and Power Query) to support evidence-based decision-making.
Have knowledge of Microsoft Fabric architecture, including understanding of medallion/lake house implementation concepts.
Have strong collaboration and communication skills, with a demonstrated ability to work effectively with a broad spectrum of internal and external stakeholders with varying levels of technical expertise.
Have a proven ability to lead and collaborate, with a demonstrated commitment to integrity, client service, continuous improvement and innovation.
The knowledge and skills for this position are typically acquired through a graduate degree in computer science, data science, engineering, or other related disciplines. These educational qualifications should be combined with at least three to five years of professional-level experience with SQL and Python, BI software, and database modeling, in a complex, cross-functional environment. Equivalent combinations of education, experience and training will be considered.
