Human Resources Business Partner

Puget Sound Educational Service District (PSESD) is seeking a skilled and service‑driven Human Resources Business Partner to support leaders, staff, and teams across the agency. This role serves as a trusted advisor, helping strengthen people practices, enhance organizational effectiveness, and advance an inclusive and equitable workplace.

Ideal Candidate Profile
  • Human Resources & Organizational Development Consultation – Providing thoughtful guidance, coaching, and solutions that promote equitable and effective people practices.
  • Planning, Organization & Prioritization – Managing multiple priorities with clarity and intentionality, and supporting leaders in aligning HR practices to organizational goals.
  • Policy, Procedural & Legal Navigation – Interpreting and applying laws, policies, and collective bargaining agreements with accuracy, judgement, and an equity‑minded lens.
  • Professional Development Facilitation – Designing and delivering trainings that strengthen supervisory capacity, reinforce inclusive practices, and support continuous learning.
  • Workforce Planning – Partnering with leadership to anticipate staffing needs, support change management efforts, and help ensure a strong, sustainable workforce.
Essential Functions
  • Administers recruitment and selection processes (e.g., effective applicant sourcing/tracking, creating talent management strategies, utilizing subject‑matter expertise based on best and researched practices, salary administration, etc.) for the purpose of ensuring equitable practices and commitment to internal guidelines, EEO and state and federal regulations.
  • Conducts meetings, workshops, and seminars that frequently involve a range of issues (e.g., employee orientation, staff development, telecommuting training, etc.) for the purpose of ensuring compliance with Agency, state, and/or federal requirements.
  • Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization for the purpose of meeting the Agency’s End:

  • Manages, monitors, and analyzes data for the purpose of supporting data‑driven decisions and recommendations for business operations in support of Agency End and program objectives.
  • Oversees and administers a wide variety of personnel procedures (e.g., talent acquisition, staffing, onboarding, salary administration, health and welfare benefits, training and development, records management, workforce planning, employee relations and retention, investigations, policy, and collective bargaining administration, etc.) for the purpose of delivering services in conformance with established guidelines and/or state and federal requirements.
  • Oversees and monitors variety of systems (e.g., Department of Transportation regulations, criminal history background checks, state, and federal regulations, etc.) for the purpose of adhering to legal and/or administrative requirements.
  • Partners with Agency Leadership to identify, develop and implement new or revised program initiatives for the purpose of aligning human resources services in support of program and Agency goals.
  • Prepares a variety of reports, documents, and presentations (e.g., state‑wide personnel report – S275, employment agreements, payroll reports, letters, Board reports, demographics, new employee orientation, trainings, etc.) for the purpose of documenting activities, providing written reference and/or conveying and disseminating information to appropriate parties.
  • Recommends, develops, and/or presents written procedures, actions, or materials for the purpose of improving organizational effectiveness, providing information and written reference, documenting procedures and processes, and meeting goals and objectives.
