Talent Manager, HR Manager
Puget Sound Educational Service District (PSESD) is seeking a skilled and service-driven Human Resources Business Partner to support leaders, staff, and teams across the agency. This role serves as a trusted advisor, helping strengthen people practices, enhance organizational effectiveness, and advance an inclusive and equitable workplace.
Ideal candidates will demonstrate strength and experience in the following areas:
- Human Resources & Organizational Development Consultation
– Providing thoughtful guidance, coaching, and solutions that promote equitable and effective people practices. - Planning, Organization & Prioritization – Managing multiple priorities with clarity and intentionality, and supporting leaders in aligning HR practices to organizational goals.
- Policy, Procedural & Legal Navigation – Interpreting and applying laws, policies, and collective bargaining agreements with accuracy, judgement, and an equity-minded lens.
- Professional Development Facilitation – Designing and delivering trainings that strengthen supervisory capacity, reinforce inclusive practices, and support continuous learning.
- Workforce Planning – Partnering with leadership to anticipate staffing needs, support change management efforts, and help ensure a strong, sustainable workforce.

HUMANRESOURCES AND ORGANIZATIONAL DEVELOPMENT CONSULTANT
Advises and assists staff with human resources policies and procedures and partners with those whom we are in a transformational relationship with to support program and organizational effectiveness to reach the Agency’s end.
PLANNING, ORGANIZATION, AND PRIORITIZATIONAssesses the work to be performed, and considers how it should be organized and accomplished, with appropriate priorities and realistic time parameters.
POLICY, PROCEDURAL, AND LEGAL NAVIGATION AND ANALYSISUnderstands and applies knowledge of Agency policies and procedures, and governmental statutes and regulations. Analyzes new practices and laws for potential impact to the Agency and its programs and services.
PROFESSIONAL DEVELOPMENT FACILITATIONSharing knowledge and expertise with the goal of improving professional skills and knowledge through adult learning programs.
WORKFORCE PLANNINGAligns the operational needs of the organization and its workforce with the Agency’s goals. Partners with those whom we are in a transformational relationship with to design strategies that support leadership in planning for and obtaining the necessary human resources, learning, and professional development to carry out the Agency’s mission.
Essential Functions- Administers recruitment and selection processes (e.g., effective applicant sourcing/tracking, creating talent management strategies, utilizing subject‑matter expertise based on best and researched practices, salary administration, etc.) for the purpose of ensuring equitable practices and commitment to internal guidelines, EEO and state and federal regulations.
- Conducts meetings, workshops, and seminars that frequently involve a range of issues (e.g., employee orientation, staff development, telecommuting training, etc.) for the purpose of ensuring compliance with Agency, state, and/or federal requirements.
