Summary

This position is open only to internal King County employees. The RSO Grant Manager is responsible for managing and ensuring compliance for the RSO grant, overseeing its implementation, monitoring, and measuring in accordance with funder regulations. The manager serves as the operations and financial liaison to a large, multi‑agency group of detectives and sex offender coordinators, manages complex agreements with law‑enforcement agencies, and supports the program’s sex offender registration, fingerprinting, and DNA collection functions.

Job Duties
  • Serve as operations and financial liaison to a large, multi‑agency group of detectives and sex offender coordinators.
  • Receive the annual grant award and manage agency reimbursement contracts, ensuring all expenditures are allowable under federal or state cost principles.
  • Prepare cost reimbursement contracts and the proposed annual budget, identifying potential budget items such as training, travel, and purchases.
  • Conduct training for verification officers and participating agencies on Washington State laws, the verification process, notification requirements, and use of Offender Watch.
  • Prepare progress reports (weekly, monthly, quarterly) for each participating agency, notifying them of completion percentages and outstanding verifications.
  • Serve as liaison to all participating agencies to field questions and concerns regarding grant specifications.
  • Compile and submit statistical reports to all participants and to WASPC, ensuring the county’s successful participation in the annual grant project.
  • Submit quarterly RSO verification reports for KCSO and partnering agencies to WASPC.
  • Research and write failure‑to‑register cases, testify in court, track offenders moving out of state, and coordinate with other states and US Marshals to investigate and document non‑registration.
  • Manage the unit’s P‑Card spending and track expenditures.
  • Supervise four (4) regular staff, college interns, and temporary employees; develop, mentor, and train staff; conduct annual reviews and goal setting.
  • Attend State and National meetings and conferences regarding registered sex offenders.
Experience, Qualifications, Knowledge, Skills
  • Advanced grant administration experience commensurate with the responsibilities of the position.
  • Demonstrated experience providing administrative, financial, contract, compliance, or program operations support in a deadline‑driven environment.
  • Excellent written and oral communication skills, including the ability to communicate effectively with executive management and diverse stakeholders.
  • Strong project management and scheduling skills.
  • Proven problem‑solving ability and initiative.
  • Ability to work independently and as part of a team with a high degree of accountability and a commitment to first‑rate customer service.
  • Managerial courage and tactful communication with managers and staff.
  • Strong working knowledge of fundamental finance and business management principles and techniques.
  • Demonstrated experience in federal, state, and local audit requirements for grant/contract administration.
Desired Qualifications
  • 5 years of grant administration.
  • Grants Management Certificate (GMC).
  • Experience interfacing with external and internal auditors.
  • Advanced knowledge of grant financial management and program analytics.
  • Skill in applying accounting principles and practices, including governmental accounting and audit techniques.
  • Experience with accounting/finance reporting systems such as People Soft, Oracle/EBS, and Business Intelligence.
  • Project Management Certificate (PMC).
Special Requirements
  • Must pass a thorough background investigation, including a polygraph.
  • Washington State Patrol (WSP) ACCESS Level 2 certification required within 6 months; on‑site training available if not already achieved.
