Project OverviewSeveral combined cycle power projects are currently underway or planned to be developed and executed by Bechtel over the next 5-10 years. During the development phase of these projects, teams will be organized to support multiple projects concurrently. Following project award, dedicated project teams will be formed, and personnel will be assigned to each combined cycle project.
Job SummaryIn this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
Major ResponsibilitiesNote:
This position will start in Reston, VA, later will need to mobilize to the field.
- Administers assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
- Coordinates with designated staff on operational activities affecting contractual rights and obligations, contract performance, subcontract administration and other major matters.
- Administers moderately contract changes by negotiating with contractor and internal personnel and obtaining settlement.
- Administers information programs to ensure mutual understanding of contract terms and conditions.
- Supports preparation of periodic status reports for management.
- Develops and issues subcontracts and services agreements as assigned
- Prepares bidders’ lists and pre-qualifies bidders
- Forms bid request packages and issues bid request packages to approved bidders
- Coordinates bidders’ questions and answers to those questions
- Receives bids and evaluates bids commercially
- Prepares Commercial Bid Summary and recommendations
- Recommends and secures approvals in accordance with established procedures
- Prepares subcontract documents for execution
- Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement with required stakeholders on all contractual matters
- After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules
Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience.
Required Knowledge And Skills- Proficiency in all phases of the contract lifecycle of moderately complex construction contracts, framework agreements, and services contracts.
- Developing various contract types and associated pricing arrangements.
- Experience in negotiating legal terms and conditions. Working knowledge of change management procedures pertaining to Requests for Information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
