Construction Manager

Job Overview:
The Construction Manager (CPM) will provide management advice for all BIE projects, ensuring best value by controlling schedule and budget. The role involves proactive problem resolution, claims mitigation, and compliance oversight.

Qualifications:

  • Graduate of an accredited college or university with a Bachelor of Science in a relevant field of engineering or construction management (four-year degree minimum).
  • Minimum of ten years construction engineering or construction management experience.
  • Experience in managing programs that include multiple tasks and projects; ability to plan and manage staff, budgets, schedules, and client interactions for large projects.
  • Experience in organizing, directing, and coordinating strategic planning activities; assisting in goal delineation and operational plans.
  • Knowledge of construction scheduling methods and familiarity with scheduling software, including Microsoft Project.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Outlook;
    Adobe Acrobat Professional; RS Means/Cost Works; and Maximo.
  • Physical ability to perform moderate walking, bending, stooping, climbing ladders and lifting objects up to 50 lbs, and regular site visits.
  • Excellent written and verbal communication skills in English; experience preparing correspondence, reports, and briefing management.
  • Experience with submittal and RFI processing.
  • Familiarity with Federal building design criteria and construction guide specifications.
  • Knowledge of construction practices, materials, and installation methods.
  • Ability to calculate construction costs, price changes, and recommend equitable adjustments.
  • Ability to monitor as-built activities, review contractor submissions, and advise Government personnel.
  • Ability to identify critical long lead-time materials and recommend procurement strategies.
  • Completed the 30‑Hour OSHA Construction Training within the past two years.
  • Valid driver’s license.

Responsibilities:

  • Provide BIE with sound management advice on all work performed on BIE projects via task orders.
  • Achieve best value by controlling schedule and budget.
  • Proactively resolve problems and minimize claims.
  • Mine and mitigate circumstances that could lead to claims or conflicts.
  • Ensure work is performed in compliance with applicable codes, regulations, standards, and contract plans.
  • Use technical engineering knowledge for nationwide building design solutions.
  • Monitor and track progress of designated construction projects, providing routine reports.
  • Support initiation of projects or provide onsite assistance in identifying and verifying facility conditions.
  • Support development of budget estimates and justifications.
  • Conduct market research to support project work.
  • Review designs for cultural, socioeconomic, technological, and cost considerations.
  • Develop plans and conceptual design solutions for renovations and improvements.
  • Evaluate and recommend potential solutions for existing facilities.
  • Review proposed sites for adequacy regarding topography, utilities, and costs.
  • Assist with development and review of construction documents.
  • Assist with technical portions of design and/or construction contracts.
  • Oversee A/E statements of work, project schedules, cost estimates, and budgets.
  • Conduct technical reviews of designs, drawings, and specifications.
  • Perform onsite inspections and evaluations of physical facilities.
