Introduction
ARServices is seeking a Resource Management (RM) Analyst to support the Defense Threat Reduction Agency (DTRA) Research & Development Directorate (RD) Counter WMD Technologies Department. In this position, the candidate will provide Advisory and Assistance Services (A&AS) RM support across the RD organization.
Position DescriptionThe Strategy and Plans Analyst will support the development, compilation and articulation of Department level strategy for support of the mission. These strategies will be closely coordinated with annual Spend Plans, Budget Estimate Submissions, Program Objective Memorandum (POM) documentation and financial strategies. This position will provide Strategy and planning advisory and assistance support to the Director and Front Office staff, interface with the constituent Divisions and the RD Directorate on strategy and plans development.
Location& Travel
This is a full‑time position based in Reston, VA with 5% travel expected.

- Help develop the Department’s mission strategy and strategic approach
- Monitor, analyze and report on Executive, Departmental, and Agency strategic guidance and direction
- Create Departmental strategic plans and frameworks related to research and development, internal management, and resource management
- Coordinate strategy with resources and help incorporate strategic considerations into the formal resource management processes (HR and financial)
- Support the Future Years Defense Plan (FYDP) and in developing exhibits and documents for government leadership approval
- Support the development of the Budget Estimate Submission (BES) and Program Objective Memorandum (POM)
- Facilitate strategic planning processes, working groups, and meetings with the Department leadership and staff
- Active Top Secret/SCI
- U.S. Citizenship required
- Bachelor’s degree in history, government, business or technical area
- 5 years’ experience in military, government, or business strategy development
- 5 years’ experience with Planning, Programming and Budgeting, Program Objective Memorandum (POM), and Budget Estimate Submission (BES)
- Resource management experience
- Experience in Research and Development
- Experience developing and presenting strategic and planning information to senior Government officials using Microsoft Office Suite applications
- Fluency with MS Office applications, SharePoint and Power BI application
- Strategy or plans experience at Service headquarters or Joint Staff
- Defense Threat Reduction Agency (DTRA) experience
- Counter WMD programs experience
- Graduate of War College
